Baltimore Dec. 13.—Henry Clay arrived at Cum-

Tn tho South Carolina Leg islature , on the 10th
• t Mr. Meminger proposed resolutions that the
•omtnendations of the Nashville . Convention for a
Southern Congress be accepted , and that the Legis-
lature forthwith provide for the appointment of del-
elates; also ,that a sum of $200 ,000 be appropriated

Police system be established (or protecting their peo-
ple, bond and free, from the evil designs of North-
ern aboli tionists.
The Washington Republic has come out against
the electio n of the whi g candidate for Congress in
No. 10,Mr. Zeno Scuddor ,otherwise known as "The
Complete Letter Writer ,"and whose onslaug hts on
Mr. Webster speak as hi ghl y for his vanity as they
do for Ills courage. Mr. Scudder , we very much
fear ,is not destined to establish a naitonal reputation ,

We have never had any great faith in ''quack medi-
cines ," as they are called : but at the same time, we
think it quite possible many of these contain those
healing properties , whic h from their beneficial influence
on the constitutio n, have led to the manv published
laudatory certificates in their behalf. We have now to
speak of our own experience. Last winter, for a length
of time, we suffered fro m a heavy cold caug 'it in the
early part of the season—our cough being violent and
har rassing—and more from curiosity than any belief in
its virtues , we procured a bottle of Wistar 's Balsam :
and we ar e free to conf ess, that ere we bad swallowed
its contents in fitfu l doses as prescribed, coug h and cold
