The language was still be- ingworked out,but the items related to public comment are expected to appear on what's usually a light, pre-holiday council meeting. At last week's meeting, the councilheardmanyobjections during its public comment session, as well as a few in support. • Farnhamoffered comments on his items prior to last week's public comment ses- sion,explainingthat hisintent wasnottorestrictfree speech, but to bring order to council meetings. His proposals would create a public comment session prior to the council's regular meeting at which a quorum *»• of the council would not be present. Farnham would have this session televised at the discretion of the council president. He said that what's being askedofthosewhoofferpublic comment is that they remain "fair, respectful, factual and stay within 3 minutes." Reading from a prepared text,Farnhamdescribedsome of the regular offerings as "threatening andhateful mes- sages"that keep people away from council meeting and "keeps the business of the council from getting done" for the time it takes. It's fair to say not every- one agreed with that assess- ment. Speakingtothe e-mailmes- sages initiated by Farnham the week of Thanksgiving regarding the comment pro- posals, Barnstable resident Michael Turner said, "A vote now is a perfunctory ratifica- tion of a vote taken outside the public view." The e-mail exchanges be- tween Farnham, other coun- cilors, the town clerk, town manager and town attorney are the subject of an Open Meeting Law violation com- plaintwiththe Cape &Islands District Attorney's office. Those speaking in support of Farnham'smotion could be fairly characterized as mem- bers of the Hyannis business community. There wasalsodiverse opin- ion among town councilors regarding the need or even le- galitywithinthe town charter of what Farnham proposed. Comment unchanged, so far... The concerns of the home- less will be front and center Thursday in Hyannis on the village green and the lawn of the Federated Church on Main Street. Homeless Persons'Memo- rial Day will be observed on Dec. 21 (a.k.a. the longest night of the year) by a sym- bolic overnight encampment outside the church and a ceremony of remembrance at 5:30 p.m. in front of town hall. Town and county leaders plan to spend the night and day in tents outside Feder- ated Church. A Salvation Army truck, with the capac- ity to feed 500 people,willbe parked by the church. Today at 12:30 p.m. at Federated, a memorial ser- vice will be held for James Steiger, a homeless man who died here in the woods. Thursday's events will call to mind Mr. Steiger and the seven- other men who have died homeless on Cape Cod this year. Contributions to Opera- tion in from the Streets, a "housing-first"initiative de- signed to provide shelter and services, will be accepted by organizers Thursday. Dona- tions to the Cape Cod Coun- cil of Churches earmarked for "Operation in from the Streets" may be mailed to the council at PO Box 758, Hyannis MA 02601. She urged the Registrar to provide sensitivity train- ing regarding the variety of cultures present on the Cape in-season. "We're a mini-U.N.," Nich- ols Bishop said, a comment echoed by Collins about her ownstaff. The Registrarsaid the training "sounds like a very reasonable idea." Collins, a lifelong summer resident of Brewster, used the forum hosted by the Barnstable County Human Rights Commission to lay out the challenges facing her department. The Registry ; is attempting to provide a customer service while com- plying with ever-tightening restrictions prompted by security concerns stemming from the attacks of Sept. 11, 2001. Every time the security of a particular kind of document ; used to verify eligibilityfor a driver's license is breached, | the Registrar said, "lots of good people suffer a hard- ship"because they must find another way to prove their status. Such has been the case recently with a form that says the holder has been denied aSocialSecurity number, she said. To get a license, an appli- cant need acurrent,verifiable Social Security number; or a combination of passport,visa and 1-94 form showing dates of entry and departure, plus proof of signature, date of birth, and presence in Mas- sachusetts. Collins said foreign visi- tors ' drivers licenses are valid for one year after en- try, but Nichols Bishop said insurance companies are reluctant to offer coverage unless people get a Massa- chusetts licenses. The Reg- istrar said that she'd work with advocates to convince the insurance commissioner to consider fixing the situ- ation. There isanappealsprocess that begins with the man- ager of the branch, Collins said, and continues up to a separate appeals board. It's essential, she noted, to get a notice of rejection that spells out why a request has been denied. Collins agreed with a suggestion that posters detailing rights of appeal should be posted at Registry offices, and was happy to ac- cept an offer of translation services.
