Council to consider
new tax provisions
The town council will con-
sider adopting two new tax
provisions, one that will help
some personal property tax
payers, and another to start
sending tax bills on new con-
struction earlier.
TownManager John Klimm
is asking the council to stop
sendingpersonal property tax
bills to those with less than
$10,000 in taxable property.
Finance Director Mark
Milne said the administra-
tion of these bills, some 3,400
of them between residential
andpersonal properties,takes
a significant amount of time
for not much reward. This
year's 3,422 bills represented
$65,280, for an average bill of
$19.07.
The money forgone here
would not be lost to the town,
but redistributed amongall of
the other classes of taxpayers
and would represent far less
than a penny on the tax rate.
The other provision of state
law would move the tax bill-
ing cycle for new commercial
property to the fiscal year
and also would eliminate the
need for the issuance of a cer-
tificate of occupancy before a
bill could be sent. Milne said
this simply moves new tax-
able property onto the tax
roll sooner.
The council will take these
up in two weeks.

council this week

Child awareness ordinance,
was set for a public hearing at
thisweek'stown council meet-
ing. A vote was expected.
The new ordinance would
requirethe posting of publicly-
availableinformationregarding
traffic , environmental and sex
offenderconcernsnearfacilities
providing services to children.
Thp ordinance wnuld alsn
prohibit Level 2 and 3 classi-
fied sex offenders from living
within 1,500 feet of such fa-
cilities. This provision would
not remove people from their
current quarters if within the
boundaries,but would prevent
sexoffendersfrom movinginto
the area in e future.
If approved this week, the
ordinance would go into effect
90 days from adoption.
Planning for snow
and ice
Theannualpreliminaryfund-
ing for the town's snow and
ice removal program will be
reviewed at a public hearing
at the town council's Nov. 16
meeting.
The initial amount for this
unpredictable need has re-
mained at $122,750 for well
more than a decade. This seed
moneyisenough to gettheball
rollingin preparation for what
winter has in store. Snow and
ice removal is the one town
service for which the town
can deficit-spend , making up
the balance in the following
fiscal year.
The relatively low amount
budgeted is not expected to
cover the entire season, but
town finance planners don't
believe it makes sense to tie
up funds that may be needed
elsewhere in the event the
worst doesn't happen.
Last year, Old Man Winter
was kind to Barnstable, or at
least treated the town with
an average dollop of the white
stuff.
The town spent $674,000
in snow and ice removal last
year, less than half of 2005's
blizzard year, which came in
at $1.5 million.
