OBITUARIES Lucille E. Bettencourt, 84 Hyannis - Lucille E. Bettencourt , 84, died Oct. 11, 2006, after a brief illness. Shewasthe wifeof the lateWilliam Freeman Bettencourt . Mrs. Bettencourt was a native Cape Codder. Survivors include two daughters, June E. Bettencourt of Hyannis and Beth A. Bettencourt-Metell of Centerville; sixgrandchildren; eight great-grandchildren; and one great- great grandchild. A graveside service was held at the Beechwood Cemetery in Centerville. Memorialdonationsmaybemade to Elder Servicesin South Dennisor to the charity of one's choice. Joseph H. B. Edwards, 86 Barnstable - Joseph Henry Beale Edwards, 86, died Oct. 6, 2006, at his home. He was the husband of Mary (Ashley) Watson, who died in 1991. They were married in 1964. He was the former husband of Patricia Mills Fisher. Mr. Edwards was born in Cam- bridge. He attended Georgetown University and graduated from Harvard College in 1940. An Army veteran of World War II, he served with the 1st Division and later com- manded an artillery battery during the Battle of the Bulge. After the war he completed law school at Harvard and joined the firm of Bingham, Dana and Gould. Asapartner,herepresented the First National Bank and the Red Sox. He was a member of the Boston Tennis and Racquet Club, the Ded- liam Country and Polo Club and the Dover Racqueteers. He servedonthe steering committee for the Harvard Class of 1940 and was amember and former Commodore ofthe Barnstable Yacht Club. He enjoyed amateur theater and playingsoftball and was an avid Harvard football fan. Survivors include five daughters, Patricia Anderson of East Lyme, Conn., Frances Edwards of Pelham Manor,N.Y.,Sarah Fox of Cleveland, Judith Watson of Sarasota, Fla.,and Anne Jepson of Marldon, Devon, England; two sisters , Elizabeth Weaver of Barnstable and Sarah Ru- eter of CharlestownandBarnstable; a brother, James King Edwards of Providence. R.I.; 12 grandchildren; five great-grandchildren; manyniec- es and nephews. A service was held in St. Mary's Episcopal Church in Barnstable. She was an active contributor to the American Cancer Society. Survivors include two children, Courtney J. Jones and Lisa Marie Gonsalves,both of Forestdale; asis- ter,AugustaJones ofMarstonsMills; four grandchildren; several nieces and nephews; and her longtime companion, John Gonsalves. Kelly Jr., 70 Barnstable - Kenneth M. Kelly Jr., 70, died Oct. 2, 2006, at Cape Cod Hospital in Hyannis after a long illness. He was the husband of the late Virginia Kelly. Mr.Kellywasborn,raised andedu- cated in Kokomo, Ind., graduating from Kokomo High School in 1954. Hejoined the Navyandserved inthe Mediterranean on the USS Salem. After hismilitaryservicehe settled in Quincy, and in 1964 he began a career in banking with State Street Bank, workingin Boston and North Quincy until his retirement in 2001. Mr. Kelly moved to Barnstable in 2005. He enjoyed reading, bird-watch- ing, computers and watching the Red Sox. He was a member of the Quarter Century Club in the State Street Bank. Survivors include a son, Lee Kelly of Quincy; a daughter, Marina Kelly ofQuincy;three sisters,Sharon Clark ofKokomo,Ethel Thompson ofDav- enport,Iowa,and Maureen Johnson ofFort Wayne,Ind.; andmany nieces and nephews. Jane O'Brien, 55 Osterville-Jane (Sanford) O'Brien, 55, died Oct. 6, 2007, at her home. She was the wife of Thomas N. O'Brien Sr.for 25 years. Mrs. O'Brien was born in Hyannis and raised in Osterville. She gradu- ated from Barnstable High School and Endicott College, earning a degree in interior design. She worked for Ethan Allen for several years, leaving to raise her family. She later returned to work, most recently at Cottage Home Furnishingsin Chatham. Mrs. O'Brien enjoyed gardening, boating, going to the beach and raising her family. Besides her husband, survivors includeher father,WalterH."Buster" Sanford Jr. of Osterville; a son, Thomas N.; three daughters, Jaclyn L., Elizabeth L., and Jennifer L., all of Osterville; and a sister, Anne Nawrocki of Bridgewater. A funeral Mass was celebrated at Our Lady of Assumption Church in Osterville. Poirier, 70 Hyannis - Gerald Dana Poirier, 70, died Oct. 8, 2006, at the Essex Pavilion Nursing Home. He was the husband of Barbara (Werona) Poirier. Mr. Poirier was born in Worcester andattended BoysTrade School.He served in the Navy, retiring after 20 years of service. He owned and operated Poirier's PlumbinginPreston, Conn., for sev- eral years, retiringin the late 1990s. He was a member of the Preston Chamber of Commerce. He relocated to Cape Cod five j years ago. He wasawoodcarver, and especially enjoyed carving birds. He also liked workingin his yard, going to the beach and playing poker. (Wahtoia) Sarkinen,86,formerly of Centerville, died Oct. 14, 2006, at Essex Pavilion in Hyannis. She was the wife of the late John E. Sarkinen. Born in Fitchburg, she moved to West Barnstable in 1926. She spent most of her married life in Centerville. She was a member of South Con- gregational Church in Centerville and sang in the choir. She was also a member of Cotuit Grange. She enjoyed her family,her flower garden, and birds. She is survived by daughters Lou- ise J. Crocker of East Falmouth and Rebecca M. Fabbio of Hyannis; sons John E. Sarkinen of Georgia, Lee A. Lucille Thomas, 91 Hyannis - Lucille Thomas, 91, died Oct. 13, 2006, at Cape Regency Nursing Home in Centerville, after a brief illness. Born and raised in the Worcester area,shewaseducated inWorcester schools. She lived most of her adult life on Cape Cod. She worked asanurse at Brigham &Women'sHospital andwas anavid reader. Dawna Traversi, 53 Dennis - Dawna M. (Inferrera) Traversi, 53,died Oct. 7, 2006, at her home after a short illness. She was the wife of Fred Traversi for 31years. Mrs.Traversi was born and raised in Watertown. She graduated from WatertownHigh School in 1971.She earnedherbachelor of sciencedegree inchild psychologyfrom Boston Col- lege in 1975 and a master's degree in early childhood education from Lesley College. Shetaught inthe Cambridge pub- lie schools for 30 years. CONTINUED FROM PAGE B:1 These property owners who do have these type of water vessels need ac- cess themselves to put their boats in and out for the season, so this should address that issue. In addition I heard of other residents not happy about the ordinance , but this limited sea- sonal ban may appease some because I am told these users like to use the lake to flush out their engines with the fresh water at the end of the sea- son. Also, the chief of police suggested that property owners with these ves- sels that need to pull their boats dur- ing the boating season for emergency repairs will be allowed to do so via the town ramp. At the last town council meeting a committee was proposed to study any possible impact the next state cen- sus may have on the makeup of the council membership. Currently the council is composed of one member for each precinct , currently 13, and the legitimate concern of even a larger membership after the next Census is the basis for the study. The commit- tee shall review whether there is a likelihood of more precincts in town as a result of the 2010 Census and if so what the town should do. I agree with others that the current size of the council is large enough and should not be expanded. Originally the Town Charter had two councilors per precinct , this was changed to one member because the 18-member council would have become an even larger body. There- fore the committee shall review this issue and make recommendations for the Council to consider.
