Thetaskforce grewout of concerns
by members of the licensing author-
ity and others that the regulations
it enforces - such as one that limits
the sound generated by entertain-
ment venues to the premises -could
force it to rule against many license
requests.
"I said that that language is an
essential protection for a lot of resi-
dential abutters," said Goddard.
Weil says the town already has an
anti-noise bylaw that limits sound
but needs to come up with objective
measurements, possibly based on
decibel levels, for entertainment.
"Obviously it's contemplated that
if you live in a mixed-use area, you
have noise emanating beyond the
premises,"Weil said. "I think people
are willingto ?.ccept that. Just what
level of noise is acceptable" is the
issue.
Aconsultantwasscheduledtomeet
with the group this week to discuss
how to measure ambient noise.Also,
thetaskforce willlook atnoisecontrol
ordinances from Key West and other
communities. Weil said methods of
soundproofing, especially during
construction, willbe examined.
Concerns about sound escaping
the Cape Cod Melody Tent are being
dealt with outside the task force, ac-
cording to Weil.
Members of the group, besides
Goddard and Weil, include Martin
Hoxie, chairman of the licensing
authority; Dave Colombo of The
Roadhouse Cafe; Dave Scudder of
Hy-Line Cruises; Joe Dunn of The
Island Merchant; Jim Cook of Four
Points Sheraton Resort ; business-
man and resident Allen White; and
Cynthia Cole, executive director of
the Hyannis Main Street Business
Improvement District.
"I'm concerned that there isn't
enough residential input into this,"
said Goddard, adding that he be-
lieves "high-end condos and robust
entertainment licenses are essen-
tially in conflict."
