Monday for a tour of her father's

features of Cape Cod Commission Executive Director Margo Fenn
as yet another fine point is debated by the task force? Commission
chairman Brad Crowell is listening intently.
In a straw poll Tuesday,
Spyro Mitrokostas cast one
of two votes against the 21st
Century Task Force's draft
report and recommenda-
tions for changes tothe Cape
Cod Commission. Mike Cole
of Eastham joined him, with
Tony Shepley of Hyannis
and Tom Moccia of Bourne
abstaining.
"As a Chamber Exec, and
a real estate developer, I
cannot support reducing the
DRI thresholds and increas-
ing the mitigation fees,"
Mitrokostas wrote to the
Patriot. "Bottom line, the
Task Force was created by
the County Commissioners
to address the Commission's
past sins, particularly, Barn-
stable 's DCPC (District of
Critical Planning Concern),
BJ's DRI (Development of
Regional Impact), and the
staff's rough treatment of
applicants , including the
Town of Barnstable over
the GIZ (Growth Incentive
Zone).
"So while we may have ad-
dressed some of the manage-
ment issues, we also added
powers to the Commissionin
the DCPC and DRI process,
not to mention the LCP (Lo-
cal Comprehensive Plan)
and RPP (Regional Policy
Plan)."
The vote was 10-2-2 to
accept the draft, with four
members missing.Mitrokos-
tas said the nay voters and
abstainers could join forces
with Barnstable Town Coun-
cil President Hank Farnham
and Sandwich Selectman
Tom Keyes, two members
who did not attend Tuesday's
meeting at the Hyannis Golf
Club, in filing a minority
report and creating a final
12-6 tally for the county
commissioners to consider.

Keith Bergman and former
state Sen. Henri Rauschen-
bach have yet to cast their
votes.
Chairman Elliott Carr of
Brewster , who chaired a
similar group more than a
decade ago that delivered a
unanimous report , said in an
interview he came to believe
that outcome was"extremely
unlikely" this time around.
"There'scertainlyavariety of
fixed viewpointsthat weren't
likely to change," he said. "I
think some did."
Carr would not agree with
Mitrokostas ' characteriza-
tion of "rough treatment
of applicants" by the com-
mission.
"First, any approval pro-
cess is long and cumber-
some,"he said. "Speaking as
a banker (he's retired from
Cape Cod Five Cents Savings
Bank), we got held as much
by some towns as we did by
the commission. That's not
unique to the commission. It
takes too long in Massachu-
setts to get approvals. "
Oneproblem,Carrbelieves,
is that the applicant's need
to talk to representatives of
many disciplines - traffic,
water, etc. - at the commis-
sion may lead to confusion
and feelings of frustration.!!

impact fee. They're imposed .
in two-thirds of the United

Asfor the attitudes of Cape
Cod Commissionersandthen-
staff, the report says, "Most .
CapeCod Commissioners are
mild-mannered,well-intend-
ed, hard-working public ser-
vants. The towns have done
a good job appointing them.
Most of the staff are typical,
trained young professionals
with zeal for their jobs."
But, "irrespective of the
quality of its personnel,there
seems to be disconnection
between the CCC and the
development industry. A

I 2 t seafood seasoning 1 3 C finel y diced red pepper
1/4 C sliced scallion 1/4 C finely chopped parsley '
ground black pepper 2 T mayonnaise I
1 egg - 1 egg white peanut oil for frying |

I In a large bowl, break up crabmeat into small pieces. In another bowl. ¦
I combine breadcrumbs , seasoning, red pepper, scallion. parsley and
blac k pepper Add to crab, then stir m mayo, egg and egg white '
