John Lipman, the Commis- slqn's deputy director and its chief planner, said a regional, map-based land use plan de- veloped in cooperation with Cape towns is an attractive goal, and it's something he supported at the start oi the five-year review of the Regional Policy Plan. There was talk about a stop- light approach, with green meaning OK to build, yel- low representing cautions required, and red suggesting that another locale would be preferred. Although this may sound like blue-skying, it was clear from a demonstration that the technology to createsuch a map system is available. Whether the commissionand towns can work together as cooperative cartographers remains to be seen. Draft report of Commission...
