HYANNIS
Tourist, visitor
or guest?

A
lot has been written
lately about who
are the folks that
come to Cape Cod during
the busy season. Having
been labeled as a neophyte,
I commissioned the help
of a publication that has
been around for some time
-Noah Webster's diction-
ary circa 1828, now publish-
ing its eleventh edition. So
what is the definition of a
tourist, Noah? A person
who is traveling especially
f or pleasure . OK, that
might work, although some
community leaders think
"tourism is dying." Next I
ask, what is a visitor? Noah
tells me persons who visits,
asfor reasons of friendship,
business, duty, travel, or
the like are visitors. Ahh,
could that be a second-
home owner as mentioned
in previous news articles
or perhaps visiting friends
and relatives? Let's move
on to the next category
-guest. According to Noah
a guest is anyone receiving
hospitality, and the word
has been extended to in-
clude anyone who pays for
meals and lodging. That's
it! Did we get it wrong all
these years? Should we
have identified "guestism"
instead of "tourism" as the
Cape's traditional econom-
ic cluster?
Now that I have the
official definitions, I head
out to the streets and ask
the people who they see
themselves as. First is a
nice family from Germany
exiting the JFK Museum
on Main Street. After some
small talk, I ask them if
they are tourists, visitors
or guests, and why. The
lovely Missus answers
"wizitauh." Which I take to
mean "visitor." She further
tells me her husband is
here on business so the
family came along for the
ride. Right on the money,
Noah. Next is a polite
Japanese couple making
their way to the waterfront
on Ocean Street. Hi - can
I ask you a question? Are
you a tourist, visitor or
guest and why? It took a
considerable amount of
dialog between the two,
and a couple of digital
photographs to get the
answer: "guest." Why, I
ask? "We are staying in
a guest house on 6A so
we must be guests." OK
Noah, you are two for two.
I'm eager to press on, so
as I'm watching a football
game at a waterfront bar
I ask a couple sitting next
to me where they're from.
"New Jersey," they say.
So, would you say you're
a tourist, visitor or guest,
and why? They laugh and
say "tourist" in unison, be-
cause they're just traveling
through for the day. No
business, no relatives, no
second home. Just plea-
sure. Noah, you convinced
me after all these years
you still have the right
answers.
So what's the trend?
Tourist, visitors or guest? I
would have to say from my
unscientific research -all

Proposed bank looks to fill a niche
New England
Savings Bank gets
FDIC approval

The merger and closing
of local banks and branches
presented an opportunity for
a locally-drivenbank to find
support.That proved to be a
popular idea.
"We thought we had this
greatidea,"saidJoe Medeiros
of HyannisMortgage Compa-
ny and aprincipal in the now-
forming NewEngland Savings
Bank. "Then we woke up one
day and found out someone
else had the same idea."
That "someone else" just
held a grand opening. After
doing a little poking around,
Medeiros's group discovered
organizers for Bank of Cape
Cod were about four months
ahead of them.
While that was discourag-
ing on one level, it was by no
means a deal stopper, and
actually confirmed some of
their thinking.
"Wefeel that there'sastrong
need for community banking
to come back to the Cape,"
said Frank Perfetuo , the pro-
posed president and CEO of
New England Savings Bank.
Medeiros said that his cus-
tomers asked why he couldn't
handle their car loans or other
financialneeds.As amortgage
service,that was not possible,
but it started the thinking for
a new bank.
BothMedeiros and Perfetuo
are confident that the various
niches and the size of the
Cape'sbankingmarket means
that there'splenty of room for
another local bank.
The state 's Division of
Banks agrees.
New England SavingsBank
received aCertificate of Public
Convenience from the Divi-
sion of Banks in late July and
last month received approval
from the Federal Deposits
Insurance Corporation. With
these inhand the capital cam-
paignto raise $10.5 millionin
start-up money, higher than
the state-required $8 million,
continues. This will be done
through a $5 a share offering,
with a minimum 2,000-share
investment.Medeiros believes
that pricingwillbe attractive.
Bank of Cape Cod raised its
capital the same way, but at
$10 a share.
Perfetuo retired after a
successful career in banking,
but soon found himself rest-
less. He answered a want-ad
placed by Medeiros for his
Hyannis Mortgage Company.
From the outset, they talked
about forming a local bank,
but did not get the ballrolling
for about a year.
Perfetuo said he figured he
knew how to run a bank, "so
it can't be much more difficult
to start a bank."
Is it?
"Yeah...much,"he said with
a laugh.
The loss in local banks also
meant aloss in localdecision-
making, Perfetuo said. That
often means less flexibility in
how loans are assessed and
approved , he said, as larger
banks have difficulty moving
outside of the boxes on their
applications.
It'sthe ability to move out-
side ofthose boxes and "hand-
craft" products for homebuy-
ers and other bank customers
where New England Savings
Bank'sorganizers hope to find
their niche.
"We want to make a differ-
ence in people's lives," Me-

Hawk eye monitors snowbird nests

Bill Owens used to keep

principal.Now he is devoting
himselfasahawk eyeguarding
another precious and vulner-
able commodity-the nests of
Cape snowbirds.
Retired andlivingon Ocean
Street in Hyannis, Owens has
launched apart-timebusiness
called Cape Cod Housecheck
after finding aperceived need
for such a service through
personal experience.
He purchased his Cape
house in 1987 as a summer
home while he was still em-
ployed by a Worcester area
school system. One year he
didn't shut off the water and
"the outside shower let go.My
neighbor called me and said
water was running down the
street."
He said he had to make the
two-hour drive each way to
come and arrange repairs.
On another occasion, rac-
coons had gotten into the
house and did considerable
damage while he was ab-
sent.
"That's how I got the idea
for Cape Cod Housecheck,"he
said while sitting on his front
deck this week. He moved
to the Cape permanently in
2004.
