TAXES:Who'll pay what?...

est where actual assessment
numbers from the ongoing
revaluation of properties will
be available, according to Fi-
nance Director Mark Milne.
In a broader presentation
on this year's budget before
the Cotuit Civic Association,
Milne outlined the process
and fielded some questions on
the variioustaxclassifications
adopted last year.
Last year,the town adopted
a split tax rate, charging busi-
ness and commercial proper-
ties a 10 percent higher rate
than residents. The council
alsoadopted a20 percent resi-
dential exemption,whichpro-
vides an assessment discount
to year-round homeowners
on their primary residences.
The result is a higher taxrate
for non-residents and rental
properties.
Asked about the residential
exemption, Milne said, "Well,
the nonresidents hate it, ob-
viously."
At thisweek'scouncil agen-
da meeting, there was discus-
sion of a workshop to review
the options available to the
council sometime prior to the
formalhearing.This refresher
is seen as a good opportunity
for councilors and the public
to line up their thoughts for
when actualnumbers become
available.
Milne said this week that
the council could move the
decision to a later date if it
wanted to discuss the options
in greater detail, but that
would likely cause a similar
delay in tax bills as was seen
last year. Beyond taxpayer
confusion , the town would
lose some investment income
derived from the steadier flow
of receipts allowed by quar-
terly billing.
The town moved to an an-
nualrevaluation of properties
three years ago,when proper-
ty values soared across town.
The move was an attempt to
avoid the cries of discontent
and disbelief seenin 2003 after
values were brought in line
with three years of unprec-
edented growth in values.
While the real estate mar-
ket is cooling and sales are
moderating, Milne said not
to expect big swings in values
from this revaluation. The
reason is simple. The assess-
ing division uses the last full
calendaryear of actualsalesas
the basis for its calculations,
which would be calendar year
2005. The moderating prices
of the past six months would
not be reflected.
RELIGIOUS NOTES
Meditation offered for
beginners
The Cape Sangha, a Zen Buddhist meditation
group, meets Sundays from 4:30 to 6 p.m. at
the Old Schoolhouse on Route 6A in Barnstable
village. All are welcome, and basic instruction
in meditation is offered to beginners.
Zen Center presents weekly
meditation
The Cape Cod Zen Center has weekly
meditation practice at the Unitarian Church of
Barnstable, Barnstable village on Route 6A.
The Tuesday morning group meets at 8 for
meditation in the RE area downstairs. There
is meditation instruction on Fridays at 6:40
p.m. in the library and a Friday Evening Group
meets in the library, behind the sanctuary, at
7 for meditation. There are also retreats, field
trips to the Providence Zen Center and monthly
