Lack of housing,jobshurts enrollment
Superintendent
urges focus on
quality education,
facilities
improvement

EnrollmentintheBarnstable
SchoolDistrict isagain show-
ing a decline, according to
data from the Mass Depart-
ment of Education and an
information packet on the
Town of Barnstable Fiscal
Year2007 Operating&Capital
Program Budgets.
From last fall to this fall,
enrollment was shown to
have declined approximately
2 percent. While that number
may not seem alarming, it
continues a nearly five-year
trend that adds up to a drop
in enrollment of nearly 15
percent.
A chart included in the
town budget packet, handed
out during a Tuesday night
presentation by town Fi-
nance Director Mark Milne
at the Cotuit Civic Associa-
tion, lists the school district
enrollment in 2000 as 7,049.
In 2005 that number had
dropped to 5,975 and con-
tinues to decline in spite of
an increase in the number of
Kindergarteners.
In contemplating factors
that may be contributing
to the downward trend, the
most influential may be the
cost of living. "It's very ex-
pensive to stay on the Cape,"
said Asst. Supt. Glen Ander-
son. "People just can't afford
it anymore,especially people
with families."
Anderson noted that dis-
tricts across the Cape have
seen enrollment declines. In-
deed,the DOE Web site does
show declinesin severalCape
districts, including Dennis-
Yarmouth and Mashpee.
Tom Larrabee , the new
principal at Hyannis East
Elementary School, agrees
that the Cape's high cost of
livingis aleading cause inthe
decline.He alsocited the cost
of housing.
"The cost of real estate is a
factor where the Cape is con-
cerned," said Larrabee, who
livesin Cotuit but wasserving
as aprincipalinNew Bedford
recently."Especiallyforyoung
families where starter homes
are concerned."
"One of the things we've
got to do townwide is sell
more affordable housing,"said
Jack McLeod,president ofthe
Barnstable TeachersAssocia-
tion."Wedon'thave affordable
housing on Cape Cod. Cer-
tainly not in Barnstable."
McLeod feels that the lack
of such housing deters young
professionals from settling
here. "We need to enable
teachers, police and other
service-oriented positions,"
he said."Theydon'tmakethat
much, but they still need to
have places to live."
Declining enrollment is a
pertinent issue as the school
committee determines the
future of portable classrooms
in use at numerous schools,
as well as whether to close
Osterville Bay Elementary.
At arecent committeemeet-
ing, member and Osterville
resident David Lawler com-
mented about enrollment
decline and its potential im-
pact on the district. "If the
Bay closes, we may have to
seriously consider [looking
into] redistrictingthiswinter,"
he said.
While there are those in
the district who are worried, '

Sturgis students soar on MCAS

Sturgis Charter Public
School students have turned
out some impressive MCAS
scores, according to the De-
partment of Education and
the Boston Globe.
In statistics posted on
the DOE Web site (www.
doe.mass.edu) 36 students
scored inthe advanced/above
proficient category in Eng-
lish/Language Arts, while 54
scored in the same category
in Math.
In a list of all schools and
districts from the Common-
wealth posted on the Globe
Web site (www.boston.com)
Sturgis is ranked 18th in Eng-
lish/Language Arts and 55th
in Math. "Students showed
improvement of 13 percent-
age points in both areas,"
said Eric Heiser, executive
director of the school. "We
are really excited about the
scores."
In the standings Sturgis
tied with Nauset for top ELA
scores on Cape Cod,comingin
second to Nauset in Math.

To ensure Sturgisstudents'
success on the Internation-
al Baccalaureate test they
must all take during their
senior year, Heiser said, the

Barnstable's new rental registration ordinance goes into
effect Oct. 1, which effectively means Monday
The ordinance adopted by the town council in June added
an annual inspection and attendant $90 per-unit fee to the
existingordinance.Allrental properties,whether apartments
or single-family homes, are affected by the new law.
The town's regulatory division has been gearing up, but
director Tom Geiler isn't sure if there'll be a rush of applica-
tions or no one at the counter.
One major landlord contacted by the Patriot said that he
was unaware of the new provision.
