Yarmouth
delays vote on
regional airport
legislation

Robert Howard's
hope became a real-
ity last Thursday, as the
Barnstable Town Council
rejected a resolve asking
that the role of Yarmouth's
representative on the
Barnstable Municipal
Airport Commission be
decreased.
Howard is the Yarmouth
representative and at the
August BMAC meeting he
said he'd be unable to at-
tend the September meet-
ing but expressed his hope
that when he returned the
following month he'd still
have a seat at the table.
The resolve was spon-
sored by Hyannis Coun-
cilor Jim Munafo, who does
not believe the current
practice of allowing a
resident of another town
to participat e as a member
of the commissionin all .
activities save voting, is in
line with the town's admin-
istrative code.
The resolve was to serve
as a formal request by
the council to the airport
commission to end that
practice.
On an 8-5 vote, the
council did not support
the resolve. Voting in sup-
port of a lessened role for
Yarmouthwere Munafo,
Hyannis councilors Harold
Tobey and Gary Brown,
Cotuit's Richard Barry and
Jim Crocker of Osterville.
At the end of the meet-
ing, Munafo called for a re-
consideration of the vote,
but was ruled out of order
because he was not on the
prevailing side, which is re-
quired under the council's
rules of order. Centerville
Councilor Fred Chirigotis,
who was on the prevailing
side, then called for recon-
sideration. Prompted by 5g

Complaints about a non-
schooleventheldatBarnstable
High School over Labor Day
weekend have prompted the
school committeetorevisitits
facilities rental policy.
The three-day event was
sponsored by Covenant onthe
RockMinistriesInternational
and billed as a summeryouth
festival. It was held under
tents in the highschool park-
inglot.Whilethe eventhadno
affiliation with the school or
school district, that was not
clear from the promotional
materialorsignageassociated
withit.
School Superintendent Dr.
Patricia Grenier received
complaints about the event,
rooted in the separation of
church and state.
If the school district makes
its public acuities available
for rent they must be made
availableto allgroups,regard-
less of other affiliations. The
committee is not looking to
restrict the use ofitsfacilities,
but wantsto make clear who
is responsible for events.
The committee asked that
itspolicybe revisited,requir-
ingthesponsor of eventstobe
clearlynoted onalladvertising
and promotional material.
Committeemembersfelt that
the lack of sponsorship infor-
mationontheposters andthe
large signin front of the high
school probably contributed
to confusion over who was
runningthe event.
"It's not directed at one
group," committee mem-
ber Pat Murphy said of the
proposed amendments. "It
is thoughtful and it's very
simple.It'struth in advertis-
ing, that's all."
Committee member Peggy
Dandridge asked whether an
organization such asthe Nazi
Party could rent space from
the district.
The answer is yes, it's pos-
sible, school attorney Bill
Butler said. He added that
the current policy does place
some requirements on or-
ganizations, including that
they should be primarilyfroniC
the local area and have some,•
educational purpose. ..Z
The Christian organization
responsible for the recent
event at the high school has
rented facilities from the-
Barnstable Schools is tne
past, most recently in 2004
when the grounds of Hyannis
West were used for a similar
purpose, Grenier said.
