Dr. Patricia Grenier to continue a dialog regarding school budgeting and the ideal al- location of funds. One budgetary item in par- ticular that the group will be looking at is whether, given Barnstable'ssite-based man- agement approach, it will be smarter to consider funding on a per student or a per school basis. The meetingallowed every- one to get up to speed, par- ticularly Grenier, who came on board in July. "This was an opportunity to begin to look at how we are allocating our funds for our schools," she said. "This waskind of an orientation meeting." The group discussed how funds have been appropri- ated, and began discussing the ways the budget is being distributed now. "We want to understand how things were funded in the past,"said Gre- nier,"andbeginaconversation about whether there is a bet- ter way to do things." The superintendent was carefulto note that thismeet- ing, and subsequent ones, are not for the purpose of expanding the budget. "We are working with the current budget," she said. Brown's access isn't a mat- ter of a season subscription or a specialpass.It'sallabout where she lives. On Aug. 14, Brown filed a formal complaint with the town about excessive noise from the summer entertain- mentvenue."Thevolumeisso loud,"shewrote,"thatthemu- sic can be heard in my house on WoodburyAvenuewiththe windowsshut,central airrun- ning and above the TV." Her house is about a mile from the tent's West Main Street location "...the last 4 evenings," she wrote,"usuallystartinginthe afternoon with practice ses- sions, have been so loud that I can hear the entire show... This has become a personal problemfor mewhenmy3and 5 year old children won't go to sleep because there isloud music in their rooms." The entertainersscheduled to play onthosefour evenings were, in turn, The Saw Doc- tors,Johnny Lang,TheBeach Boys, and Styx. Brown wrote that the soundonthosenights was "unbearable." Amessageleft for Cape Cod MelodyTentGeneralManager VinceLongowasnot returned by press time. Thelicensingauthoritytook up Brown's complaint at its meeting Monday. The board and staff have worked with Longo in the past to make improvements to contain the music on the premises. Duringtheirlast discussion, Longo had said that some bands'contractsrequire acer- tain level of amplification. On Monday,Hoxiesaid,"Whenwe approveentertainment,it'sup to us to look the entertainer. We will talk when they apply for their license next year. If they're disturbing peace and tranquility, we have to take some action." Hoxie said the managers "have to understand the op- eration of the venue is in jeopardy if they do not con- trol the noise level." Fellow member Gene Burman said management "has to put into- contracts that (the sound) be self-contained." That seemed to mesh with - Brown's letter, which sug-- gested notifyingLongoabout the complaintsthisyear"sohe can negotiate contracts with his performers to set lowered decibel levels and show time • lengths." Licensing agent TomGetter recognized the efforts of the Tent to improve sound con- trol, but added that there "mayjust be somegroupsthat the Tent is not a workable ' venue for. Many acts that go through there seem to work very well."
