Santos appointed to airport commission over Dolby The newest member of the airport commission is Daniel Santos of Cummaquid. The former president of Horsley & Witten in Sandwich was selected over long-time civic participant TomDolby at last week's council meeting. Some have questioned the appropriateness of the coun- cil's consideration of Santos for the post, as Horsley & Witten has and continues to serve as consultants to the airport. Santosleft thefirm in 2002, beyond the limitations establishedbythestateEthics Commissionregardingconflict of interest considerations. | Airport releasesa decade of executive session minutes, more to come The Barnstable Municipal Airport Commissionreleased executive session minutes from 40 closed-door meet- ings between 1986 and 1996 last week, and there's more to come. After Airport Commission ChairmanArthurKimber dis- covered that the commission had not properly released past executive session min- utes,, he established a com- mittee to reviewthe contents of the still-closed files. Last week's release represented the first of two sets. The re- view committee, made up of Kimber and commissioners Robert O'Brien arid Michael Dunning, is reviewing the next set, ranging from 1997 to 2001. It's expected that these minutes will be ready for release at the September meeting. WB affordable housing comes under ZBA scrutiny Slowly and surely, the zon- ing board of appeals has begun its vetting of two town-backed Chapter 40B affordable rental develop- ments proposed for West Barnstable. Responding'to the town's Request for Proposals,Hous- ing Assistance Corporation of Hyannis wants to build 28 two- and three-bedroom townhouse units near the YMCA off Route 132 as well as a building offering 12 one- bedroom units to people 55 and older on the Lombard property off Route 149. Centerville attorney Peter Freeman opened his presen- tation to the board Wednes- day night, quickly establish- ingHAC'sstandingto use the land and build the homes. He was followed to the podium by Mark Nelson of Horsley & Witten, Inc., who walked the board through avirtual tour of the property. Board members had ques- tions about the sufficiency of the private wellproposed for the site, as well asthe capac- ity of a underground water storage tank that would be used to fight fires. There were also questions about how the innovative BioClere wastewater system that's been proposed would func- tion in storm events and over time. The hearing was continued to Sept. 20 at 7:15 p.m. at town hall. Cape Cares, and so does the council The resolution supporting the further development of a universalhealth plan for Cape Cod got the support of the town council last week, 10-2. Barnstable makes the 10th Cape town to support the resolution. Only Dennis has considered and then rejected the proposal. Some reservations were voiced, but a majority of the councilsawthe benefit of hav- ing the concept fleshed out at the countylevel.Anyresulting planwould have to come back for formal consideration. Chip sealing coming to a road near you ... maybe The Department of Public Works started this year'schip seal resurfacing program on Thursday morning Motorists on sealed roads should expect minor delays. Chip sealing consists of placing a layer of asphalt emulsion on the road surface and covering it with small stones. A sweeper will follow immediately to pick up extra stones. This coating sealsthe roadway pavement, prolong- ing its service life.
