torney Butler presented along
list of recommended changes
yesterday.
Butler, who compiled the
report with 12 other lawyers
and consultants who have
represented more than half
the Development of Regional
Impact applicants over the last
15years, said the Commission
needs to better manage the
time it takes to review proj-
ects, perhaps by setting a date
for a final vote and working
backward to schedule hear-
ings and subcommittee meet-
ings. He said time spent in the
pre-approval process is often
overlooked.
One of the reasons there are
so many buildings built just
under the Commission'sreview
threshold of 10,000 square feet
is the base fee of $10,000 for a
DRI review, Butler said. "It's
an expensive process."
A typical DRI project , the
report states , requires an "at-
torney, civil engineer, geohyr-
dological engineer, traffic con-
sultant , architect , landscape
architect and, in some cases,
historic preservation expert ,
archeologist , economic expert ,
noise engineer, wetland special-
ist, waste water experts , haz-
ardous waste engineer, and/or
land surveyor. The 'burn rate'
for all of these individuals in
a room for one hour of time is
typically in the range of $1,000
to $3,000 per hour."
Mitigation fees have been
a sore point with developers
and their representatives,with
some failing to see the connec-
tion between their project and
arequirement that they payfor
off-site improvements. Butler's
presentation proposes advance
calculation of impact fees for
traffic, which would be paid
into a fund for transportation
system improvements. This
would eliminate some of the
costly traffic counts required by
the commission, he said.
Butler said one developer
his group contacted had high-
lighted the approach ofthe Bos-
ton Redevelopment Authority,
which assigns a square-foot
cost for housing, open space,
and traffic mitigation. "So
much time is spent arguing
about what's the traffic study
area," he said of the Cape ex-
perience.
The report states that ap-
plicants are "frustrated at the
lack of communication and
coordination between the Cape
Cod Commission and the local
level ,"and suggests ajoint site
