Hyannis traffic funds to be tapped By David Still II dstill@barnstablepatriot.com A request to shift $1million from the mostly dormant transportation system project to cover an anticipated shortfall for the Hyannis Youth and Community Center was headed to the town council this week, with action expected next month. The $6.5 million Barnstable Unified Transportation and Parking System (BUTAPS) originated in 1998 as a way to coordinate downtown parking and road issues, but remains substantially incomplete. A little more than $1.1mil- lion remains from a 2002 borrowing of $2.5 million for BUTAPS-related costs, with another $1 million in authorized spending. The town manager's office is recom- mending that these funds and borrow- ing authorizations be redirected to the youth center project , which would bring the total available to $17 million. As the town council has already ap- proved these funds the anticipated bor- rowing costs are already in the budget , according to the agenda summary. The overall project has been scaled back, but retains the essential com- ponents of the original design: twin ice rinks, gymnasium and community facilities.
