McDowell's activism dates back to voter registration efforts in the Freedom Summer of 1964, according to Reed. Delegates looking ahead With approval of the budget for the fiscal year that be- gan July 1 behind them, the Assembly of Delegates will hear July 16 at 4 p.m. about the county 's five-year capital spending plan. County Administrator Mi- chael Brillhart will make the presentation in the Assembly chamber at Is' District Court- house in Barnstable. Also on the agenda is further discussion of possible changes to the county charter. FirstWest Nile case ofthe season West Nile virus was detected in a mosquito sample collected July 3 in Clinton. A state press release stressed that "there are no risk level changes associ- ated with this finding." The Department of Public Health recommends protecting yourself and family members by applying insect repellent when outdoors, avoiding peak mosquito hours (dusk to dawn), covering arms, legs and ankles, draining standing water and fixing screens. Eliminating standing water will help protect your pets, too. Realriseforrealestate Countywide, the volume of real estate sales in June was up 12.1 percent over the same month last year, according to the Registry of Deeds, and total value saw a 16/8 percent jump. The trend of decreasing mortgages slowed a bit, being only 32 percent behind June 2013. A large leatherback sea turtle found entangled in fish- ing gear was freed by a Center for Coastal Studies team called to Cape Cod Bay by commer- cial fishermen who found it July 6. The animal "swam off quickly" when released. Anyone spotting an en- tangled animal on the seas can call the Coast Guard on Channel 16 or the Center at 800-900-3622. Wanttomaster gardening? Applications are due by Sept. 15 for the 2015 class of the Master Gardener Associa- tion of Cape Cod. COUNTY CLIPPINGS Workingtheroom The sole agenda item for the Barnstable Democratic Town Committee July 9 was recycling options for the community, but politics is always part of the show. Attending the Centerville event was Joe Ferreira, one of three Democrats running for Governor 's Council. The attor- ney and former chief of police in Somerset shook hands at Centerville Public Library and handed out campaign cards. Ferreira is running against Walter Moniz and incumbent Oliver Cipollini , a Marstons Mills resident. More than candidates onballot This November, Massachu- setts voters will have four op- portunities to speak on the issues as well as the leaders they want. Question 1 repeals the 2013 law that tied automatic gas tax increases to inflation. Question 2 includes all non- alcoholic beverage containers under the container recycling law. , Question 3 repeals the law allowing resort casinos in Mas- sachusetts. Question 4 would increase opportunities to earn and use paid sick days. Clippedresponse toNStarspraying The Harwich Conservation Trust is takingthe issue of NStar herbicide spraying into its own hands - which will be holding gardening tools. Members plan to meet again July 16 at the water department parking lot on the south side of Bay Road to remove "selected vegetation" to keep the utility from sprayingin its rights-of-way near recharge areas for drinking water supplies. Veryspecial specialofficers For longtime residents , "special police officers" may summon images of the young people who used to fill out the Barnstable PD complement in summer. Police Chief Paul Macdonald had something else in mind when he asked the town council to seek state legislation to allow the appointment of retired police officers for special duty up to age 70. This week, state Rep. Brian Mannal announced that the bill has passed the House. He expects it will become law this month.. "By allowing recently retired officers to work paid detail, the department'sovertime expenses will be reduced and periods of staffing shortage will be mini- mized," Mannal said in a press statement. The officers' com- munity experience, he added, "will help to make our roads as safe as they can be... Chapman'splan forbattlingopioid addiction Calling opiod addiction a situ- ation that "has been stigmatized, misunderstood , under-treated and underfunded ," congressio- nal candidate John Chapman issued a three-pointplan to "help addictsinrecoveryby improving treatment... improve access and liability protection for naloxone (Narcan) usage... [and] help ad- dictstransitionfrom correctional facilities to the community." Strategies include greater flexibility in federal funding and prioritization of treatment for inmates in transition. State Senate candidate Ron Beaty has invited his fellow Republican hopeful for the seat held by Democrat Dan Wolf to sign a pledge of Beaty's own creation promising "to revoke the regulatorypower of the Cape Cod Commission."
