The Early Beginning of Our County Over three hundred years ago, all of what is now Barnstable , save a very narrow strip along the harbor on the north side of the town , was a virgin w derness, Inhabited only by the Indians and the little furred and feathered folk. Settled along the families who hud settled down during the previous year. A grant of land had been given two years before hy Plymouth Colony to one Richard Colltcut of Dorchester , and his associates. They were to en- courage settlements here. But it went slowly In the spring of 1639 the Colony 's leaders were tired ot waiting for Colllcut to promote a real settlement. So hey gave talm a month to act , or lose his grant; he lulled to do anything, and they, counted him out as one who could be depended upon to build a new town ut Mattacheese-the Indian name for old Barnstable. Then , in June of 1039, William Bradfor d and other Plymouth leaders encouraged the minister, Lothrop, of nearby Scltuute to emigrate with his flock. Dissensions had come to Mr. Lothrop's people , as all the good lands ut Scitunte hud been taken up; he and his flock were eager to move. At llrst , they were allotted lands at Sippiean-the present Waiehum , Marlon and Mattapolset, but these did not look as good us those running down to the shore of Barnstable harbor. When Governor Prince sug- gested Barnstable, Lothrop and his group acquiesced , and here they cume. How did they move from Scltuute to Barnsta- ble? We have no good record. Some came by water , some by land , say historians; some came in June , some in October . John Lothrop himself , In the diary found many years afterward, hud noted a "duy of humiliation " ut Scitllate, under the date of Juno 2(1, 1011!) : "for the presence of Clod in mercy to goe with us to Mattacheese." They cume then , that Hock of Barnstable pioneers, either by water or by land , in two detachments—perhaps the younger ones to make homes for the older members of the families. There were a score or families among them. They settled down In the locus of the present Barnstable village, from Coggins Pond eastward. That June, Thomas Diinmock and Joseph Hull , who were already in Barnstable when Lothrop and his flock cume, went to Plymouth to attend the General Court. But they wore not yet freemen , and not until the December court were they admitted us deputies In Barnstable. The exact date when Barnstable was Incorporated is a will of tho W IBP. The town did not spring Into existence created by flat of the Plymouth Colony with one stroke of the pen. There was no charter. The simple fuct Is thut during the year 1G39 Plymouth Colony recognized Barnstable along with Sandwich and Yarmouth, as towns. These three towns , situated us they were, many miles distant from the heart of the colony, wore given at once a treasure of self government. As the years went on, these powers of self government were Increased from time to time, until the town became the established small unit of government In New England. The three Cape Cod towns were really the first to have conferred on them the powers and obligations which have come to com- prise New England town government. Several towns In Plymouth Colony were older than the Cape Cod towns—namely Scltuute and Dux- bury, but these were so close to old Plymouth that their inhabitants could attend the meeting of the court in Plymouth. But Barnstable, Yarmouth and Sandwich were too distant; committees or deputies had to be appointed to attend the court , und thus represent tho Inhabitants of these towns. JuBt what were the town 's powers, the Sandwich authorities ask the Plymouth authorities and received an exact answer. They could parcel out lands , admit new inhabitants , und in general do many of the things towns still do. To meet the conditions ns they existed on Capo Cod , the Colony granted more and more powers to Barnstable, Yarmouth and Sandwich . They were to care for their poor, "exercise their inhabitants at urines" tor their defense, maintain the orthodox church, und in general do what wus necessary "for tho well ordering of their neighborhood. " New Kughuul town government grew from those smull beginnings, it has persisted for over throe centuries, a form unllko that which developed in other sections of. tho nation. In Virginia tho boroughs or burgesses grew up, their nearest equiva- lent being the present counties. In New York and Pennsylvania a combination of towns and countries iirosu; in tho far west , couulius received the greulust share of powers. In New England principally, tho "little republics " developed early and continue to this day, perhaps tho most democratic form or unit of local government ever devised. When Plymouth allowed all the freemen In Barnstable uud Its sister towns to choose their deputies , and take such action us they found needed "for the well ordering of their neigunorriood " tho resultant town government was (he purest de- mocrucy possible. Capo Cod towns being far from the Court, u board of three selected men , "celoct men" wus chosen to try potty crimes und smull civil suits. In time, "celect men " woro assigned other duties than those of magistrates. Anil they, in time, became tho selectmen who are still tho administrative officers of Now England towns.
