PRECINCT 9 GARY BROWN "Praise the Lord, pass the ammunition!" This famous quote is very appropriate for the town council's last two months of deliberations. Allow me to mention the budget first of all.While read- ing my 9th budget, I realized that we had gone from as few as one meeting to four to ac- complish this duty. Results: everyyear has been asuccess. The reason: an administra- tion that works for the town. Town Manager John Klimm with Paul Niedzwiecki and Bob O'Brien have worked months with department heads Mark Ells (DPW), Chief John Finnegan, finance ad- ministrator Mark Milne, and all department heads to cre- ate a clear and understand- able budget for the councilors. Our job was simple. Next up, the overcrowding of homes in our neighbor- hoods. Over a year ago, many Hyannis residents expressed concerns over too many resi- dents in small houses. Regu- latory agreed, but our regula- tors had no means to enforce housing or health regulations. Forexample: a two-bedroom house has a state-regulated cesspool. If you add extra bedrooms (illegally), or more beds per bedroom , you must have additional sewerage. This problem does not just affect our water supply but also our home values. Something had to be done. As president of the council last year I asked councilor Janet Joakim to head a com- mittee to address this growing- problem. After more than a yeoman'sjob ,the results were approved by the council last week.The full ordinance takes 120 days to become effective but parking violations may be enforced within 30 days. Please , before calling the police,document your accusa- tions: date, time, registration numbers, over a week'stime! Now, the police have a reason to respond. Two nights on the 4"' of July is not a proper complaint! What is up next? Hous- ing! Affordable is not - I repeat - not low-income. Outside of Hyannis must begin to realize this. The well taking areas of the Darby property in Osterville upset many councilors , but over 24 acres were still left open for development. Please, let us work with councilor Crocker to develop this area. Other civic associations must have someone come forth with positive development plans. Again - affordable - not low- income! As road construction gears down (thank God), our sum- mer looks brighter and bright- er. High gas prices, I believe, force people to the Cape, not away. I base my thoughts on years of experience. If you must travel, go in the early morning to avoid traffic. Go on the hottest, sunniest day of the year. Do not drive on rainy days!Useyour head - summer is a great time. Most serious problem? The jobless! No, not the home- less: councilor Barton and advocate Alan Burt do a great job helping the homeless "out of the cold." My only gripe is that they do not mention the jobless. Thejobless litter and urinate in downtown Hyannis d-a-i-1-y. They accost people on Main Street , hold up downtown stores and sleep in public in front of merchants, disrupting their businesses. They scare business away from a tax base vital to the town. The merchants led by BID director Cynthia Cole do their best to keep them moving. The police have less and less funds to attack the problem , and still do a great job. Iknow these commentswill upset some. Please under- stand,there are homelessand there are bums. Both groups need help.
