Ah, summer time. Fresh,
locally-grownproduce: juicy
strawberries , tasty aspar-
agus, crunchy lettuce at
the Farmers' Market. Tony
Bennett'sdulcet tunes at the
Melody Tent. The Fantastic
Fathers' Day Car Show.All of
thisthe week before summer
even rolls in with the tide.
And it doesn't get more
Americana than this July
4th,with the big Main Street
Parade , followed by the
Massachusetts Air National
Guard Band and a Mets
game at McKeon Field over-
looking the harbor.
In between those line-ups
isthe 20th anniversaryof the
Guyer Barn Arts Center and
Gallery with aweek of festivi-
ties and art shows.There are
also the fireworks and aBoat
parade.
The marquee islit up every
night downtown.
Tuesdays you canlisten to
music down by the Harbor
in Aselton Park and then
take in a movie on the Vil-
lage Green. Next day, the
Farmers' Market (which is
opening Wednesday) willbe
overflowing with produce
and flowers, locally grown
and plucked from the field
that morning.Inthe evening,
the Town Band plays. On
Thursday, have dinner in
an outdoor cafe and enjoy
strolling musicians. Friday,
the ever-popular Hyannis
Sound is back. And Sundays
will be outdoor theater on
Aselton Park.
Every day you can visit art
galleries on Main Street and
the Artist Shanties on the
Harbor, go to a Mets game
at McKeon Field, or enjoy
an evening at the Melody
Tent. Stroll the Street, the
Walkway to the Sea and the
Harbor, and listen to the
music. Summer is here, and
everything is downtown for
you to enjoy

manage its own development up to agreed-upon levels.
The Town of Barnstable took
the planning and regulatory
reins for downtown Hyannis
from the Cape Cod Commis-
sion Wednesday as the county
Assembly of Delegates voted
unanimously to alter Devel-
opment of Regional Impact
thresholds for the region's first
Growth Incentive Zone.
"Downtown is the perfect
incubator for the GIZ," Town
Manager John Klimm declared
inaletter to the delegates. "The
Town of Barnstable looks for-
ward to servingasthe model for
implementation of the Growth
Incentive Zone."
In the plan's first five years,
thetowncanreviewand approve
up to 598 residential units and
425,587 square feet of non-resi-
dential space aslong as it com-
plies with reporting and infra-
structure support goals agreed
on with the commission.
One step already accom-
plished iscreation ofthe growth
managementdepartment,which
the town's director of compre-
hensive planning, Patty Daley,
saidbringsenvironmental,plan-
ning, legal, community and
economic development,and en-
gineeringfunctions "under one
Ruth." She meant "under one
roof,"but growth management
department director Ruth Weil
joined her colleagues,including
Daley,in the general laughter.
The commissionwillcontinue
to ride shotgun on the devel-
opment buckboard, review-
ing regular reports from the
town and watching out for any
trouble meeting commitments
for providing infrastructure to
support new construction and
renovations.
Perception vs. Realty
TheAssembly'sdeputyspeak-
er,DennisFonsecaof Sandwich,
raisedhackleswhenhe saidhe'd
heard concerns from "a couple
of seniors" regarding "what
they hear about gang violence
in downtown Hyannis. They're
afraid to goat night to walk the
streets."
Meetings of the Assembly are
cablecast, so even though just
one reporter was present, that
remark could have 'wide circu-
lation. Assistant Town Man-
ager Paul Niedwiecki told the
delegates Barnstable "should
publicizemore what we've done
to date"on efforts to makeMain
Street safe and suggested there
wasn't aproblem "unlessyou're
a fiberglass whale."
"I'm not aware of any gang
violenceon Main Street,"said a
clearlypeeved CynthiaCole,ex-
ecutive director of the Hyannis
Main Street Business Improve-
ment District. "If there is a
problem on Main Street,it'sthe
homelessissue,which the coun-
ty should be dealingwith.These
folks are from all of your towns.
I don't see the county taking
leadership in this at all."
(The countyhasbeen helping
to fund a variety of homeless-
ness initiatives in recent years,
including the Pilot House in
Hyannis, aprogram for men and
women with serious substance
abuse and mental health prob-
lems that preclude their being
able to stayat the NOAH shelter,

median price,

head south in
Barnstable
The volume of real estate
salesfortheTownofBarnstable
in May was down 28 percent
from May 2005, according to
Barnstable County Register
of Deeds John F.Meade.
Volumeandthetotalvalueof
saleswasalsodown36percent
fromthepreviousyear.Theme-
dian individual property sale
value was down 10.3 percent
from the previous year.There
wasan 11.9percent decrease in
the volume of mortgage activ-
ity from May 2005 levels.
Yearto date for the Town of
Barnstable, sales volume is
down 20.7 percent; total sales
value is down 26.2 percent;
medianindividualsalesvalueis
down6.2percent andmortgage
volume is down 13.7percent.
County wide, sales volume
is also down, but the median
salesprice has remained rela-
tively stable over the last 12
months. The Register's office
reports that the the May-to-
Maymediansalespriceisdown
just .75percent,whilethe year-
to-date median price rose 2
percent over the prior year.
There were 108 deeds re-
corded at the Barnstable Reg-
istry of Deeds-forthe Town of
Barnstable inMay,compared
to 150 in 2005, representing a
stated value of $57,032,418 in
real estate sales.
The median sale price of
property in Barnstable County
inMaywas$331,500,downmore
than $38,000 from $369,700 in
2005.
There were 430 mortgages
recorded with values above
$50,000 in May with a total
value of $116,998,251, com-
pared to $89,027,426 in 2005.
The median mortgage amount,
commercial,residential orother,
was $205,000.
There were 488 mortgages
recorded in May 2005 with
values above $50,000 with a
total value of $124,092,024. The
