the cornerstones of prog-
ress and development of
the Town of Barnstable.
There is even a reminder
of the sea'scruel side in the
form of a ship'swheel from
the steamer Portland , the
Cape'sTitanic,that sankoff
Truro during avicious 1898
storm and disappeared ,its
location a mystery until it
was discovered by NOAA
in the Stellwagen Bank
National Marine Sanctu-
ary taking some 176 to 198
lives depending on whose
historicaccount one wishes
to believe.
Even the volunteer do-
cents have something per-
sonal to contribute as did
Shirley Anderson Fisher,
who noted that she attend-
ed the former three-class
school across Main Street
from the museum that now
houses Centerville senior
day care and community
center. The bell from the
1880-1954 school adorns
the path to the museum's
entrance.
For those who like bird
watching in comfort , there
is a unique collection of
shore birds shaped by mas-
ter carver Anthony Elmer
Crowell - an interesting
display particular for those
who yearn to see what a
piping plover looks like up
close. Most of the carvings
are miniature , but several
are life-sized.
Among the permanent
displays also are china ,
glass and silverware, period
furniture , rugs, paintings,
mementos from the China
trade days and just about
everything one needs to
relive a mid-19th Century
existence on Cape Cod.
The museum is support -
ed by annual appeals, some
grants, admissions, and a
"much appreciated core
group of 60 volunteers "
without whom, Hoel says,
runningthe museumwould
be impossible.
The building housing
the historical treasures
museum was the Mary
Lincoln homestead built
in 1840 and acquired by
the museum in 1952, It is
maintained in a late Vic-
torian style.
Oh yes. In early
Centerville , homeowners
were known to place above
their exit doors signspush-
ing good advice from the
scriptures, such as, "The
eyes of the Lord are in every
place."
"Supposedly. " said Hoel,
"members leavingthe house-
hold would see the scripture
and act accordingly. "
Another sign there sug-
gests that we "Speak not
evil of another."
So far, so good.

on Bay Lane in Centerville.
The improved fields will be
maintained by the Little
League group and the tennis
courts were in such disre-
pair that they were unsafe
and unplayable. Thus the
town either needed to raze
the courts or repair them,
I was very happy the town
manager supported this re-
quest to repair these fields
and tennis courts.
The only new division be-
sides consolidation of other
departments into the town
growth management depart-
ment is the youth services
division. This service is a
$30,000 budge t item created
by the town council in FY06
and is dedicated to creating
successful youth and fam-
ily services programs which
include the Youth Commis-
sion and its Youth Advisory
Group, and five committees:
Prevention,SkillsEducation,
Youth Center, CaringAdults,
and Service Learning.
This past week I met with
four local activists from the
shores of Lake Wequaquet.
I was disappointed to learn
that the police department
had new plans for police
presence on the lake. I have
been a resident of the lake
area since 1973and there has
always been a police pres-
ence and boat on the lake.
This service is important
because by the mere pres-
ence of the local authorities
a peaceful control is kept.
In fact just last year the
residents informed me that
on the one day the patrol
boat was taken out of the
lake for a detail on Lewis
Bay during the fireworks
that there was bedlam on
the lake. Unruly boaters
were the rule,causing unsafe
and hazardous conditions
on the lake and obviously
creating a nuisance for the
lake front residents and
interfering with their rights
to quiet enjoyment of their
property.
Ibelieve in the recent past
the police had hired some
college-aged recruits to help
patrol the lake; apparently
that has been panned and
the chief now intends to have
volunteer patrol persons as-
signed to the boat. I am told
this plan meansthat apatrol
may not always be present
on a daily basis depending
on town wide patrol needs.
This scheme is unfortunate
if true. The history of a pres-
ence is long and should not
be compromised now.Today,
more than ever, with the
ever-increasing number of
jet skisaround (which are no
longer allowed on the larg-
est lake on the Cape, Long
Pond and therefore may be
steered to Lake Wequaquet ),
there is a need for a police
presence. The times that a
presence are necessary are
limited, weekdays from 3or 4
p.m. to 8p.m. and weekends
from noon to 8p.m. The town
currently enjoys free berth-
ing from a resident and the
costs should be managed
to allow for efficient police
presence and should not be
thrown into the mix of the
town's wider patrol needs
on any given day. In the past
the part-time, summer em-
ployees provided this service
and Iwillwork with the town
manager and chief to ensure
future police presence is
not j eopardized. On that
note I must ask residents
to be vigilant in reporting
problems on the lake to the
police and to monitor prob-
lems and contact me with
that information so that I
am equipped with the am-
munition to argue the need
a continued police presence
on Lake Wequaquet.
