As this is a zero-sum game, Putnam had to declare to his col- leagues what he'd subtract from the rest ofthe FY2007 budget, and hefingeredamini-grantprogram of the Cape Cod Cooperative Exten- sion as being able to bear some of the freight. Barnstable delegate TomLynch looked to $70,000 for new re- gional initiatives as a way to provide $38,500 in funding for the Barnstable County Human Rights Commission, which the county commissioners zero-funded in their FY'07 budget. "I think it's a regional initiative," he said of the rights commission. Joe Carrara of Bourne wondered why some workforce development grantsweren't under the Cape Cod Economic Development Council rather than the human services budget. Looking for other funds, Put- nam suggested that the Cape Cod Commission's reserve fund be tapped. FinCom chair Marcia King told him that use of those reserves was at the discretion of the commission, not the Assembly. The committee could recommend a lower budget number for the commission in hopes it would use its reserves to cover the shortfall, but there was no guarantee that would happen. All agreed to leave the Commis- sion budget as is. The budget recommended to the Assembly by the FinCom holds to the county commissioner'sbottom line of $26,683,695 while moving $25,000 from the Cooperative Ex- tension's$1.6millionto the county commissioners' own line item to cover the money for CLAMS. The regional services initiative item loses $70,000 to human ser- vices, with $38,500 going to the human rights commission and the remainder to put some life into human services efforts that were zeroed out in the commissioner's budget. Total spending on that line would go up from $275,000 to $345,000. In the FinCom budget,the Pilot HouseinHyanniswould get $15,000 and the Hyannis Main Street out- reach worker another $25,000. The full Assembly could vote on the FY'07 budget at its 4 p.m. meeting Wednesday. COUNTY CUPPING Cape water collaborative organized Paul Niedzwiecki , Barnstable's assistant townmanager,was elect- ed chairman of the new Barnstable CountyWater Protection Collaborative Wednesday.He will chair the steering committee as well, which includes county commissioner appointees John Hinck- ley of Orleans and John O'Brien of Harwich, as well as two members of the Collaborative chosen by their peers yesterday: Gussie McKusick of Or- leansand PeggyFantozzi of Bourne. The group's next task is to find an executive director and recommend that candidate to the commissioners.Thepost could be filled by hiring or contract. There is al- ready concern that the salary level in the draft job description -$65,000 to $75,000 -is too low to attract thekindofperson who can shakethe money tree in Boston and Wash- ington. For some, the value of the Collaborative was il- lustrated as, one by one, town representatives of- fered updates onprogress in solving wastewater issues. Selectman Sean Summers of Chatham received accolades af- ter reporting that Town Meeting had backed wastewater system up- gradesandeven endorsed adding a 1percent tax on real estate transfers to upgrade infrastructure. On the other hand, "Truro's still in denial," former selectman Su- zanne Grout Thomas reported. Representa- tive CherylAndrews said Provincetownisready to expand its sewer system andhopestohaveapubic laundromat open this year, the first in two de- cades east of Orleans. Niedzwiecki said Barnstablehopes to close out its capital facilities plan and obtain a permit to process up to 4.2 mil- lion gallons at its treat- ment plant on Bearses Way. He said the town hopes to see state Sen. Rob O'Leary'slegislation allowing "checkerboard sewering" to pass and that there may be state funds available to towns that are progressing on their wastewater man- agement plans. The Collaborative will meet again June 14 at 8:30 a.m. in rooms 11 and 12 at Barnstable Superior Court House in Barnstable Village. The commissioners added Tom Moccia, for- mer head of the Cape Cod Technology Coun- cil and Tony Shepley, a member of the Cape Cod Business Round Table and president of She- pley Wood Products in Hyannis. Shepley most recently referred to the Commission'sDistrict of CriticalPlanningConcern mechanismas a"weapon of mass destruction." A screening panel that included state Sen. Rob O'Leary,BusinessRound Table moderator Elliott Carr, Assembly of Del- egates SpeakerTomBer- nardo; and commission- ers chairmanBillDoherty forwarded 21 names to the commissioners, who chose 17and added Moc- cia and Shepley.
