COMM meets Tuesday on $13M warrant The Centerville-Osterville- Marstons Mills Fire District will meet Tuesday to act onjust over $13 million in requests to fund the district's2007 operation and capital budget. Article 14asksvotersto "waive and release any restriction" on the town-owned Darby prop- erty off Old Mill Road for which the district just gained a water easement. The district sought to permanently restrict all of the remaining land outside the easement area from any future development. Amongthe financial items are $5.65 million for fire department operations,$1.56millionfor water department operations, $2.67 million for prudential commit- tee operations,$132,337 to settle the 2005 firefighters contract, $340,700 to settle the 2006 con- tract for the fire department, $50,000 to provide engineering and architectural services for the renovation of Osterville's Station #2, $300,000 to replace the mechanical equipment at Centerville's Station #1, and $450,000 to replace undersized water mains in the district. The meeting will be held at the Marstons Mills East Horace MannCharter SchoolAuditorium on Osterville-West Barnstable Road beginning at 7 p.m. The annual elections are scheduled for Monday, at the CentervilleFireStation on Route 28. There are no contested races this year. On the ballot are Jim t Crocker for a three-year term on the prudential committee, Jeff Chasefor another threeyears on I the board of fire commissioners and Bill Mclntyre for another term on the board of water com- missioners.Charles Sabatt isthe only candidate for moderator, with long-time moderator Rob- ert Donahue retiring from that position. The council spent the past two meetings reviewing much of the budget with department heads in a workshop mode, so there is added familiaritywiththisyear's requests. In addition,the Comprehensive Financial Advisory Committee continues its work on the 2007 operating budget at its Monday nightmeeting.Subcommitteeson the school andmunicipalbudgets willdiscusstheirworkto date, on the way to a final budget review document to be presented to the council prior to its final adoption of the budget. Hearingsarescheduled for each departmentalappropriation,pro- viding the public an opportunity to comment on specific elements of the budget asthey come up. In recent years,public participation at these hearings has been lowto non-existent. DS II dstill@bamstablepatriot.com TflfN NOTR Silvia hangars in approval process Delays in approval of their hangars at Barnstable Municipal Airport have put Silvia I and Silvia II of Osterville about $300,000 over budget, the attorney for the companies told a Cape Cod Commission subcommittee last week. That was the bad news. The good news is that the staff and the subcommittee are recommending a hardship exemption, with conditions, be granted by the full Commission at its May 18meeting.That meansthe project willnot have to go through fullreview as a Develop- ment of RegionalImpact. Silvia I and II are separate corporations owned individually by brothers Ron and Floyd Silvia, partners in Silvia & Silvia. Separate building permit applications and reviews were conducted for the high- end hangers, both of which fall under the Cape Cod Commission's 10,000-square-foot threshold for mandatory review. After con- struction was well under way, the commis- sion asserted its authority and brought the project in for review. The meeting will be held at Hyannis East Elementary School on Bearses Way beginning at 7 p.m. Most of the planned spending is wrapped in the $6.74 million Article 7. This includes $5.8 million for "incidental and current operations, which covers the dis- trict's largest expense, the fire department. The annual election of officers is scheduled for Tuesday,May 16, at the fire station on High School Road Extension between 3 and 8 p.m. Two seats are up on the board of commissioners neither of which is con- tested.
