Votersapproved $3.6 million in spending for next year and inafour-article specialmeeting added $552,000 to take care of some funding and projects in this year's budget. Operating budgets for the fire department ($1.55 mil- lion), the water department ($484,562) and the prudential committee ($138,150) were all approved. The prudential committee will also control another $698,972 for the op- eration of the district. Other capital items ap- prove were a new outboard for the fire department's 17- foot Whaler ($5,000), two new defibrillators ($6,400), and $12,000 to power wash and perhapspaint the fire station's shingles.A replacement pick- up truck was also approved ($30,000). In the four-article special meeting, the water depart- ment saw approvalof $325,000 for the installation of water mains and hydrants in the district and another $200,000 to replace its aging control system for the district'swater distribution system. District Treasurer Mary McManus said that based on the best available property values provided by the Town of Barnstable, the projected residential tax rate for next year was $2.04 and $2.67 for commercial properties. The district will raise $2.8 million of its total approved budget through taxation. The district opted not to use any of its free cash to directly offset next year's tax rate, as suggestedinthe evening'sfinal article. Prudential committee chairman Debra Traugot said that thedistrict'sbond counsel suggested that available free cash be used throughout the warrant to lower expenses, which was done. It had the same overall effect on the tax rate,but Traugot saidthat the hopeistoimprovethe district's bond rating, which could wind up savingresidentsmoreinthe longrunbyloweringborrowing costs. The district also has an appropriation sunset clause within its bylaws, requiring unexpended balances from past articles to be reported annually. McManus said that most of the unexpended bal- anceshad been used through- out the articles approved that evening, leavinglessthan $800 in unexpended balances in just two articles. There were few questions during the meeting; most sought clarification or break- downs of larger departmental appropriations. The first informal question came from Moderator Rich- ard Clark, responding to the motion setting salaries for district officers. In reading the item, Traugot reduced the moderator's salary by $25 from what was printed in the warrant. Clark asked somewhat rhe- torically,"Soit'sthe moderator who's salary is getting cut?" It was, but it still repre- sented a $25 increase over last year. The meeting also affirmed three resolutions, two hon- oring past members of the district' s fire department who passed away in the last year - Stanley St. Peter and William Ames -and another offering appreciation for past members of the call firefight- ers for their service. Earlier thisyear Chief Robert Crosby ended the practice of callfire- fighters , movingentirely to a permanent, career force. The final piece of business was an informational update from Water Superintendent Jon Erickson, who provided an update on the district's involvement with the town regardingtreated wastewater discharge plansfor theMcMa- nus property on Route 132. Responding to a question from Sylvia Doiron, Erickson said that the board of water commissioners remains in "serious discussions"with the town as far as the liabilities involved in pumping excess effluent from the sewer treat- ment plan to roughly seven acresoftown-ownedland next to the Hyannis Golf Club. He said those discussions center on how the town would re- spond if somethinghappened to the district's public supply well located downgradient of the discharge site. The town received the go- aheadtoinstallpipingfor such a discharge during the Route 132 widening and reconstruc- tion project , but is still gain- ing the necessary permits for actual disposal. Erickson said the public hearing process is an opportunity for district residents to express their con- cerns about the project. Annual Elections Allincumbents were uncon- tested, and were re-elected with 73 ballots cast during Saturday'svoting.CharlesFull- er, prudential committee, and EvelynBassett, board of water commissioners won additioal three-yearterms.District clerk Charles Eager and moderator Richard Clark were re-elected to one-year terms. Hyannis FD meets May 16 Votersin the Hyannis Fire District will meet May 17 to act on nearly $8 million in requests to fund the district's 2007 budget. The meeting will be held at Hyannis East May 17 beginning at 7 p.m. Most of the planned spending is wrapped in the $6.74 million Article 7. This includes $5.8million for "incidental and current operations," which cover's the district's largest expense, the fire department. The annual charge for hydrant rental remains ($201,920), although the entity billing for it is different. The Town of Barnstable acquired the Barnstable Wa- ter Companylast year and operates it asa self-fundingenterprise divisionwithinthe department of public works.There are no major capital items on the warrant,nor is there any request for action or guidance on matters relating to the fire station. The district has been investigating the possibility of expanding the current sta- tion or perhaps construction a satellite station elsewhere in Hyannis. The annualelection of officers issched- uled for Tuesday, May 16at the fire station between 3 and 8 p.m. Two seats are up on the board of commissioners.
