NOTICE OF THE ANNUAL MEETING AND
ANNUAL MEETING WARRANT
CENTERVILLE OSTERVILLE-MARSTONS MILLS FIRE DISTRICT
TOWN OF BARNSTABLE
COMMONWEALTH OF MASSACHUSETTS
To the Clerk of the Centerville-Osterville-Marstons Mills Fire District
Greetings:
You are hereby required and directed to notify and warn the inhabitants of the Town of
Barnstable residing within the territory comprising the Centerville-Osterville-Marstons
Mills Fire District , qualifiedto vote in the District elections and affairs, to meet on Monday,
May 15,2006, atthe Centerville Fire Station, 1875 Falmouth Road, Route 28 ,Centerville,
Massachusetts , where the polls shall be open at 800 a m.. and close at 7:00 p.m . and
then and there to vote upon the following officers, to wit:
One Prudential Committee Member for three years
One Water Commissioner for three years
One Fire Commissioner for three years
One Moderator for three years
And to meet on Tuesday, May 16, 2006, at the Marstons Mills East Elementary School,
Osterville-West Barnstable Road. Marstons Mills, Massachusetts, at 7:00 p.m., to act
upon the following articles
ARTICLE #1. To accept the Reports of the Prudential Committee . Water Commission-
ers, Fire Commissioners and Clerk/Treasurer,
ARTICLE #2 To see if the District will vote to raise and appropriate and/or transfe r from
available funds and appropriate the sum of 52,212 ,724,06 and to transfer from income
of the Water Department $461.265.94 for Fiscal Year 2007 for the ordinary operating
expenses of the Prudential Committee Operation, to be expended under the direction
of the Prudential Committee, or to take any other action thereon
ARTICLE #3 To see if the District will vote to raise and appropriate and/or transfer
from available funds and appropriate the sum of SI .561,500 00 or some other amount
for the ordinary operating expenses of the Water Department for Fiscal Year 2007 . or
to take any other action thereon.
ARTICLE #4 To see if the District will vote to raise and appropriate and/or transfe r
from available funds and appropriate the sum of S5 .653 .549 89 or some other amount
for the ordinary operating expenses of the Fire Department for Fiscal Year 2007 . or to
take any other action thereon.
ARTICLE #5 To see if the District will vote to raise and appropriate and/or transfer
from available funds and appropriate the sum of S146.689 88 or some other amount
for Fiscal Year 2007 for the ordinary operating expenses of the Information Systems
Department , to be expended under the direction of the Prudential Committee , or to
take any other action thereon,
ARTICLE #6 To see if the District wilfvote to appropriate from the income of the Water
Department the sum of S450.673 00. to pay maturing debt of the Fire District incurred by
or for the Water Department; and to raise and appropriate and/or transfe r from available
funds of the District and appropriate the sum of S704 .327 00 for other District bonds and
notes incurred, to make a total of S1 .155.000 00 for Maturing Debt, as it becomes due
and payable during Fiscal Year 2007. or to take any other action thereon
ARTICLE #7 To see if the District will vote to raise and appropriate from the income
of the Water Department and other available funds of the Water Department the sum
of $59,356 65 . to pay accruing interest on the debt of the Fire District incurred by or
for the Water Department , and to raise and appropriate and/or transfe r from available
funds and appropriate the sum of $69,227 10 for accruing interest on debt of the District
incurred other than by or for the Water Department , making a total of $128 ,583 75, for
the payment of Maturing Interest on bonds and notes as it becomes due and payable
dunng Fiscal Year 2007 . or to take any other action thereon
ARTICLE #8 To see if the District will vote to raise and appropriate and/or transfe r
from available funds and appropriate the sum of $36,785 00 to be paid, in accordance
with M.G L.c.41 Section 108B or other applicable law. to the Town of Barnstable as
compensation for assessors , tax collectors and any certified collectors expenses
incurred on behalf of the District, for the fiscal year ending June 30, 2007, said funds
to be expended under the direction of the Prudential Committee or to take any other
action thereon
ARTICLE #9 To see if the District will vote to raise and appropriate and/or transfer from
available funds and appropriate pursuant to Massachusetts General Law. Chapter 40,
Section 5C. a sum of money to beadded to the Reserve Fund to ensure a total Reserve
Fund not in excess of 5 percent of the receipts, rates and services from the Fiscal Year
endinq June 30 2006 pursuant to Massachusetts General Law Chapter 40. Section
5C, or to take any other action thereon
ARTICLE #10, To see if the District will vote to authorize the Prudential Committee to
employ an outside auditor to audit the books and accounts of the District , including
those of the Treasurer and Water Department; or to request an audit under the provi-
sions of Chapter 44, Section 35. General Laws of Massachusetts , for the Fiscal Year
ending June 30, 2006.
ARTICLE #11 To see if the District will authorize the Treasurer to enter into compensat-
ing balance agreements during Fiscal Year 2007. as permitted by the Massachusetts
General Laws. Chapter 44, Section 53F, as amended.
ARTICLE #12 To see if the District will vote to raise and appropriate and/or transfe r from
available funds the sum of $21 ,800.00 for the purchase of three (3) ruggedized laptop
computers , software and installation equipment, said funds to be expended under the
direction of the Prudential Committee, with the approval of the Prudential Committee ,
or take and other action thereon
ARTICLE #13 To see if the District will vote to adopt Chapter 32B. Section 18. General
Laws of Massachusetts , which states a Medicare eligible retiree may not enroll or stay
enrolled in a plan offered to active employees as of July 1, 2006
ARTICLE #14 To see if the District will vote to waive, and/or to authorize , direct and
empower the Board of Water Commissioners acting with the approval of the Prudential
Committee , to waive and release any restriction , and/or any obligation to impose a
restriction limiting the use of so much of the land shown on Town of Barnstable Asses-
sors Map 142, Parcel 048 and on Land Court Plan 14442-A (Sheet 1), as lies outside
the circular-shaped parcel of land having a radius not less than 600 feet and a center
point located approximately at the point described asApproximate Location of Proposed
Wells and outside the Access Easement fifty (50) feet in width between said parcel and
the public way known as Old Mill Road , all as shown on a plan described as "TOWN
OF BARNSTABLE GEOGRAPHIC INFORMATION SYSTEMS UNIT 1 inch = 150 feet
identified as 'FILE darbysitemap dgn J A B 5-1-2005 mod 3/07/2006 " (which plan is
on file with the Town Clerk , Town of Barnstable and with the District Clerk/Treasurer)
to passive recreation uses subject to the approval of the District , or to take any other
action thereon
ARTICLE #15 To see if the District will vote to transfe r and appropriate from water
surplus funds the sum of $155 ,000 00 for the labor necessary for water service instal-
lations, repairs to the water system, leak detection, hydrant relocations and other
related appurtenances , said funds to be expended under the direction of the Board of
Water Commissioners, with the approval of the Prudential Committee, or to take any
other action thereon
ARTICLE #16 To see if the District will vote to transfe r and appropriate from water
surplus funds the sum of S450.000 00 for the labor and materials necessary for Water
System Improvements for the replacement of undersize and older piping, water main
extensions and other related upgrades on Wakeby Road. Osterville/West Barnstable
Road , Evans Street . Robbins Street and others , said funds to be expended under the
direction of the Water Commissioners , with the approval of the Prudential Committee
or to take any other action thereon
ARTICLE #17 To see if the District will vote to transfer and appropriate from watei
surplus funds the sum of $64,766 00 and to re-appropriate the remaining balance of
Article #23 from the May 15. 2001 Annual District Meeting of $1 .023 90 and Article #21
from the May 17. 2004 Annual District Meeting of $9,210 10 for a total of $75,000 00
for the labor and materials necessary for the replacement of radio transmitting units
and other related appurtenances , said funds to be expended under the direction of the
Water Commissioners , with the approval of the Prudential Committee or to take any
other action thereon
ARTICLE #18 To see if the District will vote to transfer and appropriate from water
surplus funds the sum of $24,698 94 and re-appropriate the remaining balance of Article
#27 from the June 8. 2004 Annual District Meeting of S3 311 45 and Article #18 and
Article #19 from the May 17, 2005 Annual District Meeting of $3,026 00 and $1 .463 61
respectively, for.atotal price of $32,500 00 for the purchase of a full-size, four-wheel drive
truck with utility body and related equipment, and to sell or trade a 1998 Chevy utility
body truck , whichever is in the best interest of the District , said funds to be expended
under the direction of the Water Commissioners , with the approval of the Prudential
Committee , or lake any other action thereon
ARTICLE #19 To see if the District will vote to transfer and appropriate from water
surplus funds and appropriate the sum of $32 ,500 00 for the purchase of a full-size
four-wheel drive truck with utility body and related equipment , and to sell or trade a 1999
Chevy utility body truck , whichever is in the best interest of the District said funds to be
expended under the direction of the Board of Water Commissioners , with the approval
of the Prudential Committee or to take anv other action thereon
ARTICLE #20 To see if the District will vote to raise and/or appropriate the sum of
$40,000 00 for the purchase of a four-wheel drive SUV and related equipment , and to
sell or trade a 1999 Chevrolet Suburban whichever is in the best interest of the District,
said funds to be expended under the direction of the Board of Fire Commissioners , with
the approval of the Prudential Committee, or to take any other action thereon.
ARTICLE #21 To see if the District will vote to raise and appropriate and/or transfe r
from available funds and appropriate the sum of $45.755 04 for one (1) firefighter
and/or firefighter/paramedic, and related equipment and expenses for the Fire-Rescue
Department , starting on or after January 1. 2007 . under the direction of the Board of
Fire Commissioners , with the approval of the Prudential Committee , or to take any
other action thereon
ARTICLE #22 To see if the District will vote to raise and appropriate and/or transfer
from available funds and/or borrow the sum of $300,000 00 to continue the upgrade
of the existing mechanical system at Fire Station I. said funds to be expended under
the direction of the Board of Fire Commissioners with the approval of the Prudential
Committee , or to take any other action thereon
ARTICLE #23 To see if the District will vote to raise and appropriate and/or transfe r
from available funds the sum of $7 500 00 for the purchase of three (3) ambulance
stair chairs , three (3) ambulance folding stretchers and related equipment said funds
to be expended under the direction of the Fire Commissioners , with the approval of the
Prudential Committee , or to take any other action thereon
ARTICLE #24 To see if the District will vote to raise and appropriate and/or transfer
from available funds and/or borrow the sum of $16,000 00 representing the District's
contribution to the purchase of a radio back-up system radios radio paging and related
equipment, the balance of the purchase price to be sought via a satisfactory grant or
grants from the State , Federal or independent sources said funds to be expended under
the direction of the Fire Commissioners , with the approval of the Prudential Committee ,
or to take any other action thereon
ARTICLE #25 To see if the District will vote to raise and appropriate and/or transfe r
from available funds the sum of $50,000 00 for the cost of conceptual architectural
plans and specifications engineering services and initial costs of hiring an Owners
Project Manager in connection with the remodeling, reconstruction and/or extraordinary
repairs and expansion , including original equipment , paving and other site improvements
directly related thereto, for the Osterville Fire Station, 999 Main Street, said funds to be
expended under the direction of the Board of Fire Commissioners , with the approval of
the Prudential Committee , or to take any other action thereon
ARTICLE #26 To see if the District will vote to raise and appropriate and/or transfe r
from available funds and appropriate the sum of $132 337 90 for the contract settle-
ment of the Fire Department Fiscal Year 2005 for employees covered under collective
bargaining agreement between the District and the Centerville-Osterville-Martsons Mills
Fire Firefighters Local 2346, under the direction of the Board of Fire Commissioners
with the approval of Prudential Committee or to take any action thereon
ARTICLE #27 To see if the District will vote to raise and appropriate and/or transfer
from available funds and appropriate the sum of $305 040 36 and re-appropriate
Article #26 from the June 17. 2003 Annual District Meeting of $35,660 08 for a total of
$340, 700 44 for the contract settlement of the Fire Department Fiscal Year 2006 for
employees covered under the collective bargaining agreement between the District and
the Centerville-Osterville-Marstons Mills Firefighters Local 2346. under the direction
of the Board of Fire Commissioners , with the approval of Prudential Committee, or to
take any action thereon

Heaslip headed to France
Kate Heaslip, daughter of Holly and Steve Heaslip of Barnstable ,
has been accepted into the Summer Language Program at Middle-
bury College in Vermont to study French for seven months. In the
fall, she will study abroad for a year in Montpelier, France, through
a program with Mount Holyoke College.
Dunning studies abroad
Sheila McNichols Dunning, a Dartmouth College student from
the class of 2008, is studying Spanish in Puebla, Mexico for the
spring term as part of the college's Language Study Abroad Pro-
gram. Dunning is the daughter of Michael and Elizabeth Dunning
of Barnstable.

wasn't just the showrooms
that were in good taste. Chef
Bill Brodsky filled the air
with the scent of saffron as
he prepared several exciting
dishes as part of a benefit
for the Cahoon Museum of
American Art.
Brodsky, the executive
chef at Wequassett Inn Re-
sort in Harwich , taped an
episode of the cooking show
New England Living while
offering a demonstration to
the sizeable crowd.
The evening featured hors
d' oeuvres, wine tasting, and
a raffle for a framed print of
Ralph Cahoon's "Bon Ap-
petit" which features Julia
Child as a mermaid. The
print , signed by Child, went
to Len Savery,who declared ,
"My wife will be thrilled!"
