Curfew... CONTINUED FROM PAGE A:1 A similarvolunteer proposal has been in place for the past two years, with varying de- grees of success, accordingto the police department. "At this point the adoption of the proposed ordinance will level the playing field for all and allow the Town Man- ager to issue permitsfor retail establishments that are not contributing to this problem," the agenda summary reads. The voluntary ban was focused on Hyannisestablish- ments, as that is where most of the town's nightclubs are located and where most of the problems occurred. The proposal for a formal ordinance would be townwide, but there is an opportunity for businesses to be excluded. Under the proposal , the town manager would have the ability to grant permits to allow stores to remain open. After a public hearing and "after consideration of the effect the business may have on abutting residences and its impact on the com- munity," the manager could grant a permit. The Hyannis Main Street Business Improvement Dis- trict , which encompasses stores from North Street to South Street and down to the harbor, has not met to discuss the matter, according to executive director Cynthia Cole. "We sympathize with the chief on this issue,"Cole said. She said that her preference would be to give the voluntary curfew another try before going with the mandatory proposal. If it is approved , she said atwo-hour closing should be the maximum,but "anhour would be ideal." New this year is the Flex bus service for the Lower Cape, which allows reserved deviations from fixed routes within a certain distance. Connections can be made to the Flex's new fleet from the Hyannis Transportation Center and other points. Walkinga fine line Len Stewart's role as advocate and county department head were examined gently in an exchange between county commission- ers chairman Bill Doherty and Assembly of Delegates finance committee chair Marcia King last week. Stewart had appeared moments before with the heads of the human services advisory council,which isurging the county goveinment to spend almost $700,000 on interconnected projects this year. The commissioners have said the budget can't carry that freight. Was the county 's human services depart- ment head , in effect , leading a mutiny, King wanted to know. "I listened to every word that came out of Len Stewart's mouth," Doherty replied. "He just introduced the other two speakers. We do support free speech." Doherty said Stewart reports directly to Assistant County Administrator Maggie Downey. The love of his family heri- tage and their contributions to Americanhistoryled Oatis Cobb,at hispresent age of 61, to trace his Cobb genealogy back from his Southern home town of Buffalo in the coal mining hills of West Virginia to the migration of those of hisforebears in the direct line back to the time of the Ameri- canRevolution,when another Henry Cobb left Barnstable for the South. Oatis Cobb had the 20 by 20-inch monument inscribed on its granite surface with the names of the direct line of Cobbs from the past up to the present, male heirs from Kent inEngland to Barnstable in New England,then to min- ing and the chemical industry area of West Virginia. Oatis Cobb has just a few more years before his retire- ment. Members of his family have worked in the mines and other industry and agricul- ture. Oatis Cobb has spent much ofhiscareer inchemical manufacturing for Bayer, the chemicaland pharmaceutical company. The names and dates of 12 males are on this new Cobb memorial, from Henry Cobb (born 1596) who came from England to Barnstable up to TylerM. Cobb, Oatis's grand- son (born 2004) of Buffalo, West Virginia. The visiting Cobbs were guests of the Barnstable His- torical Society for refresh- ments in the Daniel Davis House and took part in a brief dedicatory ceremony at the site of old and new Cobb monuments in Lothrop Cemetery.
