You are hereby directed to notify the voters of the West Barnstable Fire
Distnct to meet at the West Barnstable Community Building, 2377 Meetinghouse Way
(Route 149), West Barnstable. Massachusetts, on Wednesday, April 26,2006 between
the hours of 5:00 PM and 7:00 PM to bring their votes for the following officers:
One Prudential Committee member for three (3) years
One Water Commissioner for three (3) years
And immediately thereafter to meet and act upon the following Articles:
Article 1. To act upon the reports of the Officers.
Article 2. To see if the District will vote to authorize the Treasurer, with the
approval of the Prudential Committee, to borrow money from time to time in anticipation
of the revenue of the fiscal year beginning July 1, 2006, in accordance with General
Laws, Chapter 44. Section 4, and acts in amendment thereof, and including in addition

Thousand Seven Hundred Seventy Dollars ($13,770.)
Article 6. To see what sum of money the District will vote to raise and ap-
propriate and or appropriate and transfer from availablefunds for the ordinary operating
expenses of the District for fiscal year 2007. (Prudential Committee recommends
raise and appropriate the sum of Nineteen Thousand Nine Hundred Fifty Dollars
($19,950.)
Article 7. Tosee what sum the District willvote to raise and appropriate or
appropriate and transfer from available funds for the operation of the West Barnstable
Fire Department, said funds to be expended under the direction of the Fire Chief, or
to take any action relative thereto. (Prudential Committee recommends raise and
appropriate the sum of Seven Hundred Forty-seven Thousand Nine Hundred
Dollars ($747,900.)
Article 8. To see what sum the District willvote to raise and appropriate to
fund the District's obligation for fiscal year 2007 to the Barnstable County Retirement
System, Group Health Insurance and District Liability and Casualty Insurance. (Pru-
dential Committee recommends raise and appropriate the sum of One Hundred
Fifty-three Thousand Ninety-five Dollars ($153,095.)
Article 9. To see what sum the District will vote to raise and appropriate to
the Reserve Fund for fiscal year 2007. (Prudential Committee recommends raise
and appropriate the sum of Fifteen Thousand Dollars ($15,000.)
Article 10. To see what sum the District will vote to raise and appropriate
to the Stabilization Fund for fiscal year 2007. (Prudential Committee recommends
raise and appropriate the sum of Fifteen Thousand Dollars ($15,000.)

. To see if the District will vote to amend the District by-laws by
striking out in its entirely Article VI. Fire Department Age Restrictions, and inserting in
place thereof the following new Article VI:
ARTICLE VI
Fire Department Age Restrictions
Section 1: The minimum age forfire department personnel shall be eighteen
(18) years of age The maximum age of firefighters, fire officers and the fire chief shall
be sixty-five (65) years of age.
Or take any action relative thereto
(Prudential Committee recommends favorable action.)
Article 12. To see if the District will vote to amend the District by-laws by
striking out in its entirety Article VIII. Fire Alarm and Fire Protection Systems, and insert-
ing in place thereof the following new Article VIII:
ARTICLE VII
Fire Alarm and Fire Protection Systems
Section 1 All structures or facilities that have a fire alarm, medical alarm
or fire protection system that automatically summons the fire department shall install a
key holding device (lock box). The type and location of said device shall be approved
by the fire department and shall be of sufficient capacity to hold all materials needed
to gain access and/or take control of the alarm or suppression system
Section 2 The owner of such alarm systems or fire protection systems that
automatically summons the fire department shall install the required lonk box at the
time the system is installed As to any alarm system or fire protection system that was
installed prior to the effective date of this by-law and for which a lock box was not and
has not been installed, the owner shall install the required lock box within one year of
the effective date of this by-law.
Section 3 Any owner who receives a written notice from the fire chief or
his or her designee and who fails or refuses to comply with this by-law within thirty (30)
business days after receipt of such notice shall be punished by a fine of Fifty Dollars
(S50 00) per day until the lock box is installed

Article 13. To see if the District will vote to require that all retirees,their
spouses and dependents who are enrolled in Medicare Part A at no cost to the retiree,
their spouse or dependents, or eligible for coverage thereunder at no cost to a retiree,
their spouse or dependents, be required to enroll in a Medicare health benefits supple-
mentary plan offered by the District, in accordance with the provisions of Section 18 of
Chapter 32B of the Massachusetts General Laws (Prudential Committee recom-
mends favorable action.)
Article 14. To see what sum of money the District will vote to raise and ap-
propriate and/ortransferfrom availablefunds and appropriateforthe purchase and repair
of radio communication equipment for the fire department, said funds to be expended
under the direction of the fire chief,with the approval of the Prudential Committee, or
to take any other action relative thereto. (The Prudential Committee recommends
raise and appropriate the sum of Sixty Thousand Dollars ($60,000.)
Article 15. To see what sum of money the District will vote to
raise and appropriate and/or transfer from available funds and appropriate for the
purchase of personal protective equipment for fire department personnel, said funds
to be expended under the direction of the fire chief,with the approval of the Prudential
Committee,or to take any other action relative thereto. (The Prudential Committee
recommends raise and appropriate the sum of Twenty Thousand Five Hundred
Dollars ($20 ,500.)
Article 16. To see what sum of money the District will vote to raise and ap-
propriate and/or transfer from available funds and appropriate for replacement of the fire
headquarters roof,said funds to be expended under the direction of iiie Are chief, with
