consisting of dedicated resi-
dents trying to take control
of their neighborhood , meets
twice a month with town and
commission staff to discuss
land use, preservation of the
Hinckley'sPond , use of Scud-
der Landing and restoration
of the shellfish area. Members
of the town council have dif-
fering and diverse views about
the commission. Some believe
that there is a positive role
for the commission and that
a redefinition of its role is
preferred over abolishing it
altogether.
The Barnstable Village Hol-
low playground is going to be
installed in the near future.
Kudos to Kara Beale and
Allison Bressette for spear-
heading this effort , which has
been completely funded by
donation.
I am working with DPW to
provide signage as needed
and perhaps reconfigure the
yield onto Millway from the
Church's access drive to dis-
courage those few who insist
on going the wrong way up the
hill to avoid the light.
Barnstable Harbor : The
proposed parking plan will be
the topic of the Barnstable Vil-
lage Civic Association meeting
on April 24 at 7p.m. The meet-
ing will most likely be held at
the Unitarian Church.
Ethics Seminar: I attended
a forum on ethics, open meet-
ing and public records law led
by Town Attorney Bob Smith.
The seminar was open to the
public. Members of the council
and several town committees
were among the attendees. I
was a little disappointed that
there were some committees
that were not represented
and that there were not more
members of some of the quasi-
judicial committees in atten-
dance. As public officials , we
have to work extra hard to
provide transparency in gov-
ernment. Even if something
is technically legal, we may
need to refrain from an action
if there is an appearance of
impropriety. It is a fine line,
one sometimes difficult to
navigate. What I heard loud
and clear was -if it does not
feel right - don't do it!
CPC: As many of you know,
the Community Preservation
Act has taken the place of the
Land Bank Act. That means
the 3 percent tax you pay is
matched by state funds and
returned to the towns to
spend on affordable housing,
historic preservation and
restoration and land acqui-
sition. The Barnstable Com-
munity Preservation Com-
mittee is now in the process
of reviewing applications for
the first allocation of funds.
If you or your organization
would like to apply for funds
or learn more about CPC,
please feel free to contact me
or the Growth Management
Department of the Town of
Barnstable.
Roads: You may have no-
ticed that there are new white
lines painted on the shoulder
of Independence Drive. This
came about through the urg-
ings of one of my constituents
and the team work of Inde-
pendence Park owners and
the town 's DPW. Another
future road improvement is
the upcoming installation of
temporary speed humps on
Oakmont Road in Cumma-
quid Heights.
I am privileged to be on
the Roads Committee on the
Town Council. We have rein-
stated the Temporary Private
Roads Repair Betterment
Program and are consider-
ing hybrid and private road
maintenance.
Conservation Commission:
I am also liaison to the Conser-
vation Commission and in that
capacity recently attended the
Annual Conference on Conser-
vation Commissions.It was an
informative day of workshops
on land acquisition , eminent
domain , land maintenance ,
water resources, etc.
Land Acauistion Commit-
tee: I am also liaison to the
Land Acquisition Commit-
tee, which is hard at work
on reviewing conservation
restrictions and reviewing
and makingrecommendations
to the CPC regarding land
acquisitions.
Glad to see the crocus is
in full bloom along 6A. Can
the daffodils be far behind?
Enjoy!

the opportunity to serve as
your Councilor. Contact me
