Barnstable High School can seem big and scary even to some of its own students, but this week a bunch of youngstersfrom HyannisEast ElementarySchoolownedthe joint. With the help of a 21st CenturyCommunityLearning Center grant from the state Department of Education, they were warmly welcomed by high school seniors who had designed an "Astronomy Circus 2006" to entertain and educate them. From displays that guided the elementary schoolers through concepts ranging from the shape and substance of stars to the qualities of light, to "talks" by scientists ranging from Galileo to Ein- stein to Nantucket' s own Maria Mitchell, and finally to a laser-pointer guided tour of the heavens conducted by highschoolteacher MikeGyra in Cobb Astro Park, it was a night to remember. That seemed to be the philosophy to which some human services providers were resigned as they met this week with the Assembly of Delegate's health and hu- man services subcommittee about funding in the coming fiscal year. After the county's health and human services advisory council recommended that more than $600,000 be spent on such needs between July 1 and June 30, the county commissioners, faced with declining revenues from the Registry of Deeds, cut the request by almost two-thirds and funded just a handful of activities. The point made at Wednes- day's hearing was that all the requests hung together, and that their backers would prefer to have all receive at least a little funding spark, one that could be fanned , perhaps, into support from other sources. That seemedto makesense to the subcommittee mem- bers, who made it clear be- fore and after they listened to providers and clients talk about their needs that they lacked the ability to restore full funding. Working with councilmembersto reallocate the remaining funds among allpriorities seemed to be the direction to take. Subcommittee members also vowed to support some level of continued funding for theBarnstable HumanRights Commission,agreeingthat its "pilotyear"won'tbe overuntil December,after whichthere'd be a gap until next July 1un- less other arrangements are made now.
