Budgets, budgets, budgets...
I wrote about last month.
That program is training
45 low-income individuals
for good-paying health care
administrative careers.
The state budget is being
craftedinthe House and Sen-
ate; the governor submitted
his budget in January as a
starting point for this years
deliberations. I do claim to
be an expert in the state
process, having served as
staff director to a represen-
tative who was on the Ways
and Means Committee in
the 1980s. With our state
tax revenues increasing for
the second straight year, I

think that the state budget
will not be cutting programs
in any significant way. Most
funding areas will probably
be maintaininglevels of fund-
ing, with small increases in
some areas.
So my budget anxiety is a
bit relieved by recent federal
action. I don't even want to
go into a description of the
formulas that drive the fed-
eral money that we receive.
I could get depressed again.
Let it suffice to say that I did
see what Ithink is good news
recently regarding which set
of census data the feds will
use to send Department of
Labor money back to the
states.
So,I guess that we allhave
several budgets to worry
about. And, while my anxiety
is a bit lower this week, it is
subject to rise at a moment's
notice; especially when I
receive red flag e-mails from
the National Association of
Workforce Boards, alerting
me to the most recent danger
that my budgeting process
is facing. Maybe yoga is the
answer!

"if there isn't enough money
to fund everybody, why not
allocate out on a pro-rated
basis?" Goyer asked. "Why
should there be afew winners
and so many total losers?"
Getting even partialfunding
is something "we could lever-
age with a potential funder,"
said Goyer.
"The Community Action
Committee is very disap-
pointed in the commissioner's
recommendations,"Fritzinger
said. "If there is not at least
minimal funding, programs
will go away."
