FISCAL YEAR 2007 CAPITAL IMPROVEMENT PLAN BUDGET
PUBLIC HEARING NOTICE
The Barnstable Town Council will conduct a public hearing on the Town s fiscal year
2005 Capital Improvement Plan Budget at 7:00 PM, April 6. 2006 The hearing will be
held in the Council Hearing Room. 2nd floor Barnstable Town Hall, 367 Main Street,
Hyannis Copies of the budget are available for inspection by the public in the Town
Council s Office. 2nd floor Barnstable Town Hall and the Town Managers Office. 2nd
floor Barnstable Town Hall. Monday through Friday between the hours of 9:00 AM and
3:00 PM, and in the Town Libraries The Town Manager is recommending a Capital
Improvement Plan Budget totaling $6,146,500 The following Appropriation Orders are
sponsored by the TownManager and appeared on the Town Council's agenda for March
16. 2005 and were referred to a public hearing scheduled for April 6. 2006
APPROPRIATION ORDER 2006-078
Airport Reserve Fund Capital Improvement Plan
Ordered:
That the sum of $175,000 be appropriated for the purpose of funding the repainting
of the airport runway threshold marking stripes at the Barnstable Municipal Airport as
outlined in the FY 2007- FY 2011 Capital Improvement Plan as recommended by the
Town Manager And that to meet this appropriation. $175,000 be transferred f;om avail-
able funds within the Airport Reserve Fund, and that the Town Manager is authorized
to contract for and expend the appropriation made available for these purposes, and
be authorized to accept any grants or gifts in relation thereto

That the sum of $125,000 be appropriated for the purpose of funding the installation
of fiber optics to connect various communications and data ports at the Barnstable

recommended by the Town Manager And that to meet this appropriation . $125,000
be transferred from available funds within the Airport Reserve Fund, and that the Town

the Sewer Reserve Fund and that the Town Manager is authorized to contract for and

That the sum of $160,000 be appropriated for the purpose of funding the installation of
security fencing at the Solid Waste Facility located in Marstons Mills as outlined in the
FY 2007- FY 2011 Capital Improvement Plan as recommended by the Town Manager
And that to meet this appropriation. $160,000 be transferred from available funds within
the Solid Waste Reserve Fund and that the Town Manager is authorized to contract for
and expend the appropriation made available for these purposes, and be authorized to
accept any grants or gifts in relation thereto

Water Supply Enterprise Fund Capital Improvement Plan
Ordered:
That the sum of $200,000 be appropriated for the purpose of rehabilitating two water
supply wells owned by the Town of Barnstable and located in Hyannis as outlined in the
FY 2007- FY 2011 Capital Improvement Plan as recommended by the Town Manager
And that to meet this appropriation $200,000 be raised from current year revenue by
Wate r Supply operations and that the Town Manager is authorized to contract for and
expend the appropriation made available for these purposes and be authorized to
accept any grants or gifts in relation thereto

Sandy Neck Enterprise Fund Capital Improvement Plan

That the sum of $40,000 be appropriated for the purpose of providing additional fund-
ing for the extensive permitting required and for preliminary design of a new Sandy
Neck Beach House and expansion of the parking lot as outlined in the FY 2007- FY
2011 Capital Improvement Plan as recommended by the Town Manager And that to
meet this appropriation the Town Treasurer, with the approval of the Town Manager is
authorized to borrow $40,000, and that the Town Manager is authorized to contract for
and expend the Appropriation made available for these purposes and be authorized to
accept any grants or gifts in relation thereto
