Drive neighbors Civic association to host meeting April 4 By Paul Gauvin pgauvin@barnstablepatriot.com PAUL GAUVIN PHOTO TOPIC OF DISCUSSION - Plans to use this recently purchased property in Marstons Mills as a group home for recovering mentally ill has neighbors concerned and in search ot answers from the agency that will run it. The Marstons Mills Civic Association has donned the co- ordinator's mantle by agreeing to provide a forum for a village neighborhood concerned over plans to operate a group home for recovering mentally ill. Speakingfor residents of the J.B. Drive and Calvin Hamblin Road area,Bob Lebel and Fred- erick Balas asked the associa- tion board to help the neighbor- hood by sponsoring a meeting. Residents would like to meet with state and local officials and executives ofthe non-profit Fellowship Health Resources, which has purchased a large house in the neighborhood to be used as a group home for a maximum of six clients. J.B. Drive is a narrow, se- cluded, residential way that loops around itself off Calvin Hamblin Road , which is off Route 149just east of Hamblin Pond. There are 15 homes on the wooded way in fairly close proximity to each other.It is, as Balas and Lebel noted, a small tight-knitneighborhood andthe house in question the "anchor" of the development. The property has 2,560 sq. ft, of living space in eight rooms, 4 bedrooms, 2 baths and is as- sessed at $399,000. Lebelsaidthere aremorethan adozen children inthe area and that neighbors are thirsty for information and commitments from the organization assuring neighbors the home operators will abide by all state and local codes and rules. Al Baker, association vice president and presiding in the absence of president Craig Larson, said a 7 p.m. meeting set for April 4 will be "at a place to be announced" since the Burgess House, where the association meets, is too small and Liberty Hall already taken for that evening. Balas said he expected 60 to 75 people or more to attend. Baker said the association would try to use the hall at the town golf course, the church across from Liberty Hall or the elementary school hall and no- tify the neighborhood leaders. FellowshipHealthResources is a non-profit agency founded in 1975 that operates in this state and Rhode Island,Maine, Delaware, Virginia and Penn- sylvania. It provides clinical and support services to people recovering from mental illness and co-occurring disorders. Lebel and Balas, who have been researching the agency, said it also operates several group homes in other Cape towns. "But this isthe first one theybuy.Theothers areleased," they said. Fellowship headquarter are located at 25 Blackstone Valley Place, Suite 300, Lincoln, R.I. The regional office covering Cape Cod is at 443 Route 130, Sandwich. Contacted there , regional director Christian Wieden told the Patriot the organization has purchased the property at 55 J.B. Drive, a large two-story home partially hidden by trees on acorner lot that they plan to useasagrouphome for recover- ing mentally ill. "We have been on the Cape for more than 20years,"Wieden said, "operating in Orleans and Falmouth where we have a clubhouse." Wieden saidthe associationhas invited him to attend its April 4 meeting and plans to be there. But Lebel and Balas said they also want top executives of the company to attend , alongwith pertinent state and local officials to address the concerns of the neighbors. Lebel said he asked the or- ganization to tell him where it had other homes on the Cape and for fists of neighbors. "But they refused," he said, noting that he and Balas wanted to talk to neighbors for informa- tion onwhat they could expect from having a group home in the neighborhood. The sale of the house earlier this year for use as a group home in a single-family neigh- borhood caught neighbors by surprise, Lebel said. "There was no advance no- tice by the seller or the buyer. We only found out by reading the real estate transactions in the newspaper. That it was purchased by acorporation we thought was unusual, so we decided to look into it." Wieden said this week his organization doesn't know when it will have the home ready to accept a maximum of six clients. "We need minor work on the building, nothing major, but things like second floor egress required in a group home but not a private residence, some wiring for fire safety and a rail- ingon the back deck,thingslike that, safety stuff," he said. In its mission statement, the Fellowship notes that it is "committed to providing a responsive,compassionateand multi-disciplinaryapproach to care,integratingmentalhealth treatment , substance abuse treatment , vocational reha- bilitation, case management, assistancewith dailylivingand social support." In Marstons Mills one of the rites of spring is River Day, which we will be celebrat- ing on May 21st, so mark your calendars. River Day is an oppor- tunity for us to better understand the River and its contribution our village. Usually the herring run, at the intersection of Route 149 and Route 28, is a bevy of activity with young and old watching the herring swim up stream to Indian Ponds, and some are taken for the approaching fishing season. This year the Mas- sachusetts Department of Fisheries has placed a moratorium on taking herring, which will be in effect through 2009. Two years ago, for the first time in many years, there was an abundance of herring, but now the population is rapidly decreasing. In the Town of Barnstable the moratorium will cover the Marstons Mills River, the Santuit River, Lovell's Pond, the run at Lumbert Mill, Lake Wequaquet, Faucett's Pond and Aunt Betty's Pond. Enforcement of the moratorium will be handled by the Barnstable Department of Natural 'Resources and volunteers will be recruited to count the herring over the next three years. Personnel from Natural Resources will be available at River Day to answer questions about the River and the moratorium. The River Committee was established because of concerns about the lev- els of water in the Indian Ponds after the drought of 2004-2005, as there needed to be clarification about the amount of water coming from the Ponds into the River through the sluiceways, which allow the herring to go from the River to Middle Pond. Protocols were to be followed in the establish- ment of those controls and correct information given to concerned residents. In the process of establishing those protocols , the River Committee obtained two grants from the Gulf of Maine Foundation and the federal Natural Resources Conservation Service to in- stall an experimental start ditch sluiceway. If this innovative approach works in this climate, it will be a great cost savings with fu- ture repairs and controls. The installation was done with the cooperation of the Departments of Public Works and Natural Re- sources assisting the River Committee with costs defrayed by the grants.
