Town of Barnstable
The Commonwealth of Massachusetts
To the Clerk of the Centerville-Osterville Fire District :
GREETINGS :
You are hereby required and directed to notify and
warn the inhabitants of the Town of Barnstable residing
within the territory comprising the Centerville-Osterville
Fire District, qualified to vote in District elections and af-
fairs, to meet on March the seventeenth 1969 at 4 :00 p.m.
in the Centerville Community Center, Centerville , Mass.,
and in the Osterville Community Center, Osterville, Mass.,
then and there to vote for the following officers :
One Moderator for one year
One Member of the Prudential Committee for three
years
One Member of the Board of Water Commissioners
for three years
One Second Assistant Engineer for three years
The polls shall be closed at 7 :00 p.m.
And to meet on March the eighteenth 1969 at 8 :00
p.m. in the Osterville Elementary School , Osterville, Mass.,
to act upon the following articles :
Article 1
. To hear and act upon the reports of the
Prudential Committee, Water Commissioners, Treasurer,
Fire Engineers, and Auditor.
Article 2. To receive and act upon the accounts of
all persons to whom the District may be indebted.
Article 3. To see if the District will vote to auth-
orize the treasurer, with the approval of the Prudential
Committee, to borrow money from time to time in anticipa-
tion of the revenue for the financial years beginning Jan-
uary 1
, 1969 and January 1
, 1970, in accordance with the
provisions of General Laws, Chapter 44, Section 4, and to
renew any note or notes as may be given for a period of
less than one year, in accordance with the provisions of
General Laws, Chapter 44, Section 17.
Article 4. To see what salaries the Fire District will
pay the following elective District officers : Chief En-
gineer, Asst . Engineers, Moderator , Cleric, Treasurer, Pru-
dential Committee and Water Commissioners. (Prudential
Committee recommends the following : Chief Engineer,
$8,500.00 ; Asst. Engineers, $300.00 each plus such compen-
sation as is paid to callmen responding to fires , drills and
other duties ; Moderator $35.00, Clerk-Treasurer $2,500.00 ;
Prudential Commit Ice and Water Commissioners, $200.00
each member.)
Article 5. To see what sums of money the District will
vote to appropriate or raise and appropriate for Fire Dis-
trict purposes for the ensuing year :
Apparatus upkeep, Assessors & Tax Collector , Build-
ing upkeep, Chief Eng ineers Salary, Asst . Engineers Sal-
aries, Clerk-Treasurers Salary, Firemens Compensation,
Fuel , Group Medical & Life Insurance , Insurance , Janitor
& Watchman, Light & Power, Permanent Firemen , Print-
ing & Advertising, Prudential Committee & Water Com-
missioners Salaries, Retirement Fund Assessment , Street
Lights , Telephone, and Unclassified.
Article 6. To see if the Dist rict will vote to appro-
priat e from the income of the Water Dept., the sum of
$94,500.00 for the payment of Water bonds and Notes and
raise and appropriate the sum of $5,000.00 for the payment
of Fire District Not es, as may become due and payable
during the current financial year.
Article 7. To sec if the District will vote to appro-
priate from the income of the Water Dept., the sum of
$26,189.25 for the payment if interest on Water Bonds
and Notes and raise and appropriate the sum of $680.00
for the payment of Interest on Fire Dist rict Notes as may
become due and payable during the current financial year.
Article 8. To see if the District will vote to the Board
of Water Commissioners from the income of the Water
Dept. or raise and appropriate, amounts necessary to de-
fray all operating expenses of said department for th e cur-
rent financial year.
Article 9. To see if the District will vote to the Board
of Water Commissioners , the sum of $15,000.00 for the
purpose of having Test Wells driven and pump tesl s run
and all other necessary labor and equipment in connection
with running these test s and that the District appropriate
or raise and appropriate the above sum for this purpose .

Article 10. To see if the Dist rict will authorize the
Board of Water Commissioners to install a new gravel
packed well in the Crai gville Wellfield and that the Dis-
trict appropriate or raise and appropriat e by borrowing or
oth erwise, the sum of $20,000.00 for this purpose. (By re-
quest of the Board of Water Commissioners)
Article 11. To see if the District will vote to the
Board of Water Commissioners, the sum of money for the
purchase of a new air compressor and stake-body one ton
truck, using the old compressor and t ruck as trade-ins ,
and that the District appropriate or raise and appropriate
by borrowing or otherwise, $6,000.00 for this purpose.
Article 12. To see if the District will vote to the
Board of Water Commissioners, the sum of money for put-
ting new wells and pump t esting them on Route 28 well-
field and that the District appropriate or raise and appro-
priate by borrowing or otherwise , $25,000.00 for this pur-
pose.
Article 13. To see what sum of money the District
will vote to appropriate or raise and appropriate by bor-
rowing or otherwise for the purchase of a new fire truck to
replace the Osterville pumper.
Article 14. To see if the District will authorize the
Board of Water Commissioners to extend about 2,100 feel
of 8" pipe on Iluckins Neck Road and 1,000 feet of 10"
pipe on King St reet , and that the District appropriate or
raise and appropriate by borrowing or otherwise , the sum
of $22,000.00 for this purpose.
Article 15. To see if the District will authorize the
Board of Water Commissioners to ext end about 1,000 feet
of 6" pipe on White Oak Trail off Old Stage Road and
that the District appropri ate or raise and appropriate by
borrowing or otherwise , $6,000,00 for this purpose. (By

Article 16. To see if the District will authorize the
Board of Water Commissioners to extend about 500 feet
of 6" pipe on Lakewood Drive , Centerville and that the
District appropriate or raise and appropriate by borrow-
ing or otherwise, $3,000.00 for this purpose. (By request

Article 17. To sec if the District will authorize the
Board of Water Commissioners to extend about 800 feet
of 12" pipe on Lumbert Mill Road , 1,700 feet of 8" pipe
on Taramac Road , 3,300 feet of 6" pipe on Donegal Circle
and Lietrim Circle and 700 feet of 6" pipe on Limerick
Court , a development known as ''Centerville Crossing" and
that the District appropriate or raise and appropriate by
borrowing or otherwise , $40,000.00 for this purpose, (By
request of William E. Dacey and others).
Article 18. To see if the District will vote to rescind
the vote on Article 23, dated March 16, 1965, authorizing
the District to borrow $6,500.00 for a water extension on

River Road , Marstons Mills ; the vote on Article 24, dated
March 16, 1965, authorizing the District to borrow $4,500.00
for a water extension on Lovells Lane, Marstons Mills, and
the vote on Article 27, dated March 16, 1965, authorizing
the District to borrow $15,000.00 for a water extension on
Route 28, Osterville.
Article 19. To sec if the District will authorize the
Board of Wat er Commissioners to extend about 1,300 feet
of 6" pipe on River Road , Marstons Mills and that, the
District appropriate or raise and appropriate by borrow-
ing or otherwise . $6,500.00 for this purpose.
Article 20. To see if the District will authorize the
Board of Water Commissioners to extend about 900 feet
of 6" pi pe on Lovells Lane, from Route 149 west , Marstons
Mills, and that the District appropriate or raise and ap-
propriate or raise and appropriate by borrowing or other-
wise, $4,500.00 for this purpose.
Article 21. To sec if the District will authorize the
Board of Water Commissioners to extend about 2,000 feet
of 10" pipe on Route 28, from West Barnstable Road east,
Osterville and that the District appropriate or raise and
appropriate by borrowing or otherwise, $20,000.00 for this
purpose.
Article 22. To see if the District will authorize the
Board of Water Commissioners and Prudential Committee
to enter into an agreement with Maurice B. Allen for the
exchange of some of his land adjacent to the Arena well-
field for some of that land owned by the District on Bumps
River Road , Osterville as suggested by the Board of Pub-
lic Health , Town of Barnstable.
Article 23. To see what sum of money the District
will vote to appropriate or raise and appropriate for the
repair and painting of the Osterville Elevated tank.
Article 24. To see what sum of money the District
will vote to transfer from the Overlay Surplus account
to a Reserve Account.
Article 25. To sec if the District will authorize the
Prudential Committee to contract with the Capo & Vine-

SHELLFISH REGULATIONS
At a meeting of the Board of
Selectmen held this day, acting
under authority conferred by vote
of the Annual Town Meeting held
in March , 1934, and under the pro-
visions of Chapter 130 of the Gen-
eral Laws, as amended , it was un-
animously voted to adopt the fol-
lowing Shellfish Regulations:
On and after Monday, March 10,
1969, all that area In th" tidal
water of East Bay, Osterville , ly-
ing southwesterly of a line run-
ning from a marker at the Town
Landing to u marker near tlm
easterly end of Dowse's Beach
will be CLOSED for the taking of
ALL SHELLFISH for family use.
On and after Monday, March 10,
1969, all that area known as FISH
HILLS In Lewis Bay, will be
CLOSED for the taking of ALL

of responsible agency and citizen
representatives, representatives of
Massachusetts Departme n t s o f
Public Health , Natural- Resources,
and of Entomology, University of
Massachusetts, charged t h e m -
selves to define the problem and
prepare recommendations for a
sound and Intelligent program to
control the American Dog Tick
(Wood Tick) before the 1968 sea-
son began.
This group had direct consulta-
tion with experts at the United
States Department of Agriculture
Research Center , Galnsvllle, Fla.
and the Communicable Disease
Center , Atlanta.
The Tick Control Program for
1968 was as follows ;
(1) Instruction sheets to control
ticks for the home owner and com-
mercial arborist were prepared
and some 10,000 copies were cir-
culated throughout Barn s t a b l e
County by the County Extension!
Service and County Health Depart-
ment.
(2) Extension Service personnel
used WOCB Radio Station and
your newspaper to get additional
information to the entire commun-
ity.
(3) There was a training work-
shop for all town tree wardens
and moth superintendents in tick
population counting and spraying
procedures. All towns provided
extra funds to cover the spraying
programs.
(4) The Barnstable District Med-
ical Society representative had the
responsibility of alerting all prac-
ticlsing physicians in Barnstable
County and sharing up-to-date
medical information on Rocky
Mountain Spotted Fever.
In preparation for the 1969 sea-
son the committee had already
scheduled a meeting for April 8,
10 a.m., County Extension Office.
Barnstable. The agenda calls for
review and evaluation of the 1968
program and for establishing the
program for 1969 and making
committee assignments for pro-
gram action and activities.
A new and Important Item will
be presentation of a proposal pre-
pared by state and county officials
for a broad and ln-depth three-
year study project of the tick pro-
blem in the Cape Cod area.
We feel that the Barnstable
County community in cooperation
with responsible state officials is
meeting its responsibility in an
intelligent and effective manner ,
and we request that you make the
necessary corrections and give
this additional Information to your
reading public.
