ANNUAL MEETING WARRANT
CENTERVILLE OSTERVILLE FIRE DBTRIOT
Town of Barnstable
The Commonwealth of Massachusetts
To the Clerk of the Centerville-Osterville Fire District :
GREETINGS:
You are hereby required and directed to notify and
warn the inhabitants of the Town of Barnstable residing
within the territory comprising the Centerville-Osterville
Frie District qualified to vote in district elections and
iiIfairs to meet on March the ninth, 1949, at 8 o'clock p.m.
in Fire Station Number Two, Centerville, Massachusetts,
then and there to act upon the following Articles :
ARTICLE 1
. To elect a Moderator to preside at said
meeting.
ARTICLE 2. To elect by ballot a Clerk, one member
of the Prudential Committee for the term of one year,
one member of the Prudential Committee for the term of
three years, a Treasurer, a Chief Enginer, three Assistant
Engineers, for the term of one year, one member of the I
Hoard of Water Commissioners for the term of three years,
and all other Fire District Officers.
ARTICLE 3. To hear and act on the reports of the
Prudential Committee, Fire Engineers, Water Commission-
ers, Treasurer and Auditor.
ARTICLE 4. To receive and act upon the accounts of
all persons io whom the District may be indebted.
ARTICLE 5. To see if the Fire District will authorize
the District Treasurer , with the approval of the Prudential
Committee, to borrow money from time to time in anticipa-
tion of the revenue of the financial year beginning January
1, 1949, and to issue its note .or notes therefor, payable
j within one year, and to renew any note or notes issued for
f a period of less than one year under the provision of Gen-
' end Laws, Ter. Ed. Chapter 44, Section 17.
ARTICLE 6. To see if the District will authorize the
District Treasurer , with the approval of the Prudential
Committee, to borrow money on and after January 1, 1950
in anticipation of the revenue of the financial year begin-
ning January 1, 1950, an dto issue its note or notes therefor,
payable within one year, and to renew any note or notes
issued for a period of less than one year under the pro-
vision of General Laws, Ter. Ed. Chapter 44, Section 17.
ARTICLE 7. To see what sums of money the District
will vote to raise and appropriate for Fire District pur-
poses for the ensuing year.
Care and upkeep of buildings, care and upkeep of ap-
paratus and equipment, telephone service, lights and power,
street lights, compensation of firemen, janitor service, fuel ,
printing and advertising, salary of Chief Engineer, salary
I of Treasurer and Clerk, insurance retirement funds, and
I unclassified accounts,
I . ARTICLE 8. To see if the District will vote to raise
' and appropriate to the Board of Water Commissioners, the
sum of $10,000.00 for Hydrant service for the current
financial year.

and that the District raise und appropriate the sum of
$1,000.00 for this purpose.
ARTICLE 19. To see if the District will vote to annex
certain territory and its inhabitants adjacent to the present
District line on Phinney 's Lane, Centerville, as set forth
in petitions to the District dated August 15 and August 24,
1948, signed by H. Heyworth Backus and others, being
a majority of the voters of said territory.
ARTICLE 20. To see if the District will vote to appro-
priate or transfer the unexpended balance of $1,884.38 in
the Prudential Department to the Contingency Fund.
ARTICLE 21. To see if the District will vote to amend
the By-Laws of the District by striking out Section 1 of
Article 1 of the By-Laws and inserting in its place the fol-
lowing : "Section 1. The Officers of the District shall con-
sist of a Chief Engineer, a First Assistant Engineer, a Sec-
•ond Assistant Engineer, a Third Assistant Engineer, a
Clerk, a Treasurer and a Prudential Committee of three
members. The Chief Engineer , the Clerk and the Treasurer
shell serve for one year or until their successors are chosen
and qualified. Each member of the Prudential Committee
shall serve for three years or until his successor is chosen
and qualified . At the next annual meeting the First Assist-
ant Engineer shall be chosen for the term of three years,
the Second Assistant Engineer for the term of two years
and the Third Assistant Engineer for the term of one year,
and thereafter upon expiration of such terras of office each
shall be chosen to serve for a period of three years or until
his successor is chosen and qualified. The offices of Clerk
and Treasurer may be held by 1he same person. "
ARTICLE 22. To see if tho District will vote to amend
its By-Laws by adding thereto the following under Article
1 of tiie By-Laws : "Section 4. Nominations for district
officers to be chosen by ballot shall be made by the filing
of nomination papers with tho Clerk signed by at least
ten persons qualified to vote in district elections at least
thirty days prior to the mooting to be hold for the election
of such officers.
ARTICLE 211. To sec if the District will raise and ap-
propriate tr-(>,000.00 to build an addition to the Osterville
Fire Still ion.
ARTICLE 24. To see if (lie District will authorize the
Prudential Committee to contracl with the Capo and Vine-
yard Electric Company for lighting the streets.
ARTICLE 25. To see if I lie District, will vote to
authorize the Prudential Committee to employ an outside
auditor to audit the books of the Treasurer and tho Water
Department , or audited under the provision of Section 40,
Chapter 44, General Laws, inserted hy Chapter 82 of the
Acts of 1948, for the fiscal year ending December 31, 1949.
ARTICLE 26. To transact tiny other business that may
come before the meeting.
And you are hereby directed to serve this warrant by
posting true and attested copies thereof at the two Post
Offices and other public, buildings within the said District
eight days at least before the time of said meeting.
HEREOF FAIL NOT to make due return of this war-
rant and your doings thereon to said meeting.
