CONTINUED FROM PAGE B:1 will also participate in the council' s budget workshop this spring, which willprovide the councilors and our com- munitywithadditionalinsight into budget deliberations. My suggestion in the Cape Cod Times article that Barnstable should withdraw from the Cape Cod Commis- sion drew much more support than I imagined. In fact , the response was almost over- whelming from people frus- trated with the Commission, and not just from the Town of Barnstable. To be sure, there were the loyal backers of the Commission who took me to task for meddling in their affairs. Again, allow me to explain my opinions about the Com- mission. I have been in the commercial finance business on Cape Cod for decades and Ihave "seen it all" during that time. I have been through three recessions and three recov- eries - one would think we'd learr how to balance things out. There was a sign in our of- fice at the bank- "God , please just give me one more real estate boom and I promise not to blow it this time." Experience dictates that anythinginvolvingpermitting before the Cape Cod Commis- sion is usually a nightmare, which is well known through- out the Cape and even off Cape in development circles. The Cape Cod Commission has done an admirable job of strangling commercial devel- opment and redevelopment - just ask any lawyer or de- veloper who has been forced to go before their regulatory committees. However, the Commission has had minimal impact on residential devel- opment partly thanks to the specter of 40B. One might ask, what has been the consequence ofCape Cod Commission regulatory oversight on our business base? The quick answer is, look around at the myriad of buildings in the 9,500 to 9,900 sq ft range, or much larger buildings where an off Cape developer has had to spend millions of dollars in "mitiga- tion fees," and taken years in some cases to get all required approvals. While I am not a supporter of the big box stores, there have been many more excel- lent businesses that chose to do business in other commu- nities so they would not have to deal with the Commission. I suspect some are pleased about that since maintaining a strong economic base or providing jobs for our young people , who more often than not locate off Cape when they are done with their education here, is not a high priority of Commission supporters. Creating good job oppor- tunities, not job obstacles , should be a priority of the Cape Cod Commission since job growth is critical for us. Why do we place such a high priority and invest so much money on educating our youngsters only to see them leave after graduation so some other community will benefit from their talent and incomes? Cape Cod Commission sup- porters have a goal - "pre - serving Cape Cod" which is admirable and I fully sup- port . However, preservation through creating obstacles to development and punitive regulations is very unhealthy for the long-term fiscal well being of our community. The Commission has concentrated on controlling commercial development ,while 85percent of the development has been residential whichreceives only a smallamount of Commission oversight. The Cape Cod Business Roundtable recently has been discussing the future of the Cape Cod Commission. As I understand it, they plan to study the next stage, if any, for the Commission, and report out their recommendations in a few months. While I am not involved with the Business Roundtable, I have avision for the Commission that I want to share with them. That vision has the Com- mission converting from the poor regulatory agency it is to a good regional planning and technical support agency. There certainly is a need for a super agency to deal with waste water issues, drinking water quality, pond and estu- ary pollution , modern zoning initiatives, traffi c enhance- ments , affordable housing etc. etc. etc. I believe the Commission can accomplish important work for all Cape Cod in that arena, but not in the regulatory arena. The question is, are we finally ready to upgrade? I'll probably get more feed- back on the Cape Cod Com- mission, which is fine , but it really is time for changes there. The Town of Barnstable has a large and very talented infrastructure in place with the new Growth Management Division to manage our future. I can't help but wonder why the Barnstable taxpayers are still paying the Cape Cod Commission$500,000 annually for membership. Thank you for the oppor- tunity to serve you.
