To Postmasters.
The Postmaster General has decided that when a
¦po^ui iiste-r-
is
agent for a publisher , lie has power to
ir'ink letters forwarding; subscri ptions to such pub-
J'shers. The following is the letter eonfainining the
decision :
Post Officf. Dkpa r t m f x t, |
Appointment Office , JJec . 31 , 1819. j
gj B • The Postmaster General ,after careful eon-
¦jel.,,tion of the question as to the right of Postmas-
,., (hat have the privilege of frankin g, to frank Ict-
rs to publishers of newspapers covering money for
Uj gription s or the names of subscribers , lias decid-
,j that when the Postmaster is agent for the pub-
Vslicrs , he has the power to frank such letters , and
]iis agency will uo presumed from the fact that he j
franks them . As no Postmaster has any authorit y
to frank these communications but when lie is such
an agent , it U proper to regard him as acting in that
capacity when he so conducts , until informat ion be
received to the contrary. In doing this business,
the Postmaster must be regarded as entirel y the
a^ent
of the publisher , and not of the Department, j
= Very respectfull y, &c., j
FITZ HENRY WARREN. \
Postmasters will please recollect that , in order to
constitute a frank , it is necessary not onl y to write :
£!,(, Word "Free "on the letter ,but to sign their names j
ISO. Thus -.—Free, John Smith, P. M. ! i
Damages for a Buoke nt Arm.—It will be re-
collected that a gentleman named Shaw , while pas-
sin? "Pon tne Worcester Railroad in the vicinity ' of
Jj eedham .some months since , had his arm badly bro-
ken while extended from the window of the car , in
consequence of its comina in contact with the door
of a frei ght car, which had been carelessl y left open ,
upon a side track. It was antici pated that damages
to a large amount would be recovered , but we un-
derstand that the matter has been finally settled by
the payment upon the part of the road of between
$300 and $400.—[Boston Times.
A Good One.—A Washington letter writer tells [
the following anecdote of President Tay lor. Some !
whi g member of Congress informed the General that j
the whi gs of that body were resolved on beating Mr.
Dow (who is the candidate for Seargeant-at-Arms),
because he wrote a spurious Message, put the Gen-
eral's name to it , and had it published in the Union ,
when the General begged they would find some oth-
er objection, as he had read both , and , as far as he
understood either of them , he liked Mr. Dow's Mes-
sage better than his own.
Boston, Jan. 25—Fish—-The demand for Fish of all
kinds is rather light. Prices continue the same as last

a 7 75 for No 2.and 5 62 a 5 75 for No 3,in fares. No 2
and 3, separate, would bring 25 a 37 , l-2c per hbl more.
Sales of 1000 qtls small Cod at $2 a 2 12 1-2, packed.
Large Cod 2 37 1-2 per qtl , cash.

except that the market is a little less firm , without any

in prices. Good Southern yellow is selling at 58 a 59c,

• Messrs. Redding & Co., 8 State street :_
Gentlemen It U now about 14 months since I com-
¦ monced sp itting blood y matter , accompanied with a
!disagreeable coug h and pain in my side. After em-
! ployin "doctors of good standing, without avail , I was
' induced to try DR. SCHENCK'S PULMONARY
SYRUP , of which I took as many as half a dozen
bottles , wlii'-h 1 bought at your office in State street ,
: and found it benefittcd me greatl y. Two months
' since, however , I caug ht a sev ere cold , and the symp-
toms above desc ribed re-appeared with more severity ,
insomuch that I was forced to give up my business a*I-
j together. This time the doctors thought " mine a very
serious case; my friends considered mo in cxtreYne
; danger, and they recommended a journe y South. Hap-
pening in conversation with your book-keeper , to
mention this circumstance , he suggested to me to «-o
on to Philadel phia , and sec ])r. Sehcnek , which I did ,
and was fortunat e enough to interest the doctor in I
my case. He held out hopes of speed y cure. He took
me to his house , where he gave me a number of bot-
tles of this Syrup, until a gathering appeared on my
side , which ri pened and discharged a great quantity
of matter. From that moment I gai ned dail y. I have
returned to Boston , where I give to you this state-
ment , convinced of the benefit of this great medicine ,
which under God's providence , has restored me to I
health again. For Dr. Schcnck' s hospitalit y and un- !
remitting kindness to me , I can perhaps , make no bet-
ter return than this statement. If you publish this it
may meet the eye of some others , who , like me, have
suffered all but death from consumption , or diseases in
the shape I have described , may be induc ed to avai l
themselves of the virtue and realize the full benefit , as
I have. J. R. AMES. I

Ihe proprietor respectfull y offers his ori ginal Pul-
monie Syrup to the public as a cure for Coug hs , Colds.
Consumption , Dyspepsia , Liver Complai nt, Palpitati on
of the Heart, and Scrofula. It has been before the
public upwards of twelve years, during which time
scarcely a single individual has used it without findin g
relief. It has succeeded in eases where all other reme-
dies had fail ed , and the proprietor conscientiously be-
liev es, from its great success, that it is the best remedy
for these diseases ever discovered. Having devoted the
whole of his attention , for the last sixteen years to the
treatment of Consumption , Liver Complaint , Dyspep-
sia, and all diseases of the Lungs and Respiratory Or-
gans, he points to his great success , as a sufficient guar-
antee to the public of his skill and ability. lie denies
that the disease is incurable , and adduces the foregoing
testimony in proof of his position. His unprecedented
cures are based solel y upon the merits of his Pulmonic
Syrup , and avoids the use of Opium and other nar-
cotics , which are onl y administered to relieve, but ncvci
to cure the patient.

John Delano , aged 23.
The youngest and the loved often die first. Again
we are reminded of this fact in thc earl y removal of
Mrs. Smith. The invisible arrow was aimed at her
heart in that season , whe n , of all others , earthl y tics are
the strongest. She was a y.mng wife and a young
mother , blest with one of the kindest of husb ands , and
surro und ed by a large circle of friends. But she riind

" Earthly grief its shadow flings."
Mrs. S. was enabled by divine grace to triump h in
her last hours. With th e, utmost composure she took
her final leave of friends , resigned her babe to other
hands , and followed the messenger home to the skies.
And it matters not—
"It matters not where the beautiful sleep,
Or if summer shine bri ghtl y above ,
Or the bleak winds of winter rudely sweep
O'er the graves of those we still love.
It matters not where the beautiful sleep,
If they do but ' die in thc trust ,'
For their mem 'rics kind love a rccoid will keep
When their forms have crumbled to dust.
It matters not where the beautiful sleep,
Or if buds or frost be given—
It matters not who their vi gils keep,
1 For they all shall wake in Heaven.'" [Com.
